Philanthropy Connections Foundation (PCF) is a Dutch-Thai foundation with an operations office in Chiang Mai, Thailand. We serve as an implementing partner to locally-run organisations in Thailand, Cambodia, and Myanmar. Our programme areas support education, migrants and ethnic minorities, refugees, healthcare, childcare, and women’s empowerment.
ABOUT THE POSITION
We are seeking a Programme Director (PD) to join our team. The PD will be responsible for carrying out the mission and vision of PCF through humanitarian and development programmatic activities. The PD will work closely with and be accountable to the Executive Director (ED), including setting the strategic direction for PCF’s programmes.

POSITION RESPONSIBILITIES
Programme Development & Implementation
- Implement the mission, vision, and values of PCF through humanitarian and development programmatic work.
- Take the lead in the strategic development of PCF’s programmatic activities, including programme design and implementation.
- Conduct due diligence on new implementing partners for our work.
- Develop and implement improvements to the programmatic work life cycle, including due diligence, partner proposal and reporting, and legal requirements for our foundation’s work.
Partnership Development
- In partnership with the Executive Director and programme team, maintain and develop our current partners and programmes in SE Asia.
- Oversee partner relationship and correspondence, and delegate as needed.
Monitoring and Evaluation
- Lead and conduct M&E activities in accordance with international best practices, with occasionally domestic and international travel.
Grant Opportunities Support
- Support the Communications and Development Director to ensure grant reporting requirements are in-line with grant-making institutions and agencies.
Programme Team Management
- Manage the Programme Department - a close-knit team of assistant and officer-level staff.
- Support the programme team to ensure strategic goals and deadlines are understood and met.
- Make recommendations for programme team development.
QUALIFICATIONS / EXPERIENCE
- Bachelor’s and/or Master’s degree in non-profit management, Southeast Asian studies, development studies or other related disciplines.
- Minimum 5 years’ experience in programme development and implementation, including proposals and reporting, budgeting, partnership development, and monitoring and evaluation.
- Minimum 2 years’ programme management, design or leadership experiences.
- Knowledge of and experience working on a wide range of humanitarian challenges, preferably in Southeast Asia.
- Analytical and problem-solving skills: ability to identify and deconstruct a problem, initiate new approaches, and build expertise.
- Experience in planning, including goal/objective setting and achieving.
- Self-directed, detail-oriented, able to multi-task, and highly organised.
- An understanding and commitment to the mission, vision, values, and programmatic outcomes of PCF.
- Competency in Word and Excel.
- Excellent communication skills.
- Strong command of the English language.
- Previous experience working with a diverse, international team a plus.
- Willing to travel on occasion.
- This position is for Thai nationals only.

Contract: 1-year renewable
Salary: Commensurate with experience
Benefits: 20 days’ paid vacation with annual unused rollover days, 7 personal business days.
