BACKGROUND:
Oxfam in Thailand and Thai Sea Watch Association are partnering to implement the EU-funded project, “Increasing Capacities and Spaces for Thai CSOs’ Effective Participation in Governance and Management of Fisheries and Marine Resources in Thailand”, that has started from January 2018 to December 2021 (4 years). The project aims to contribute to the transformation of Thailand’s fishery sector towards more socially responsible and environmentally sustainable by reclaiming the public policy spaces and enabling effective contribution and participation of Thai CSOs and communities in the governance and management of fisheries and marine resource sin Thailand.
PURPORSE OF THE STUDY:
The purpose of the consultancy is to generate comprehensive baseline information and to set the benchmarks for implementation and impact assessment. It is expected that the qualitative and quantitative information will support project planning and support implementation team to better understand and ensure the progress and quality impact of the project interventions; inform different actions of the project; and be used as evidence to influence government institutions. It will provide a baseline to measure the project results, impact and long lasting change in the lives of the beneficiaries at the end of the project.

AVALUATION PROCESS:
The Baseline Committee will evaluate both the technical and financial proposal of the consultants/ firms based on set out evaluation criteria as follows. A cumulative weighted-scoring method will be applied to evaluate the proposal. The award of the contract will be made to the consultant/ consulting firm whose offer has been evaluated and determined as responsive/ compliant/ acceptable with reference to this TOR.
