  1. Term of Reference (ToR) to restructure Malaria CSO platform website

The Regional Malaria CSO Platform in the Greater Mekong Sub-region (GMS) is a network of Civil Society Organizations (CSO) from the Global Fund RAI implementing countries: Myanmar, Thailand, Cambodia, Lao PDR, and Vietnam. The Platform serves as the CSO constituency engagement mechanism for the RAI RSC.  The platform was established in 2014 with the initiative of the CSO representatives at the RAI RSC (2014-2017) to fill the gap of coordination and communication at the national and regional level. The platform is aiming to address an issue of Malaria vulnerable and at-risk population who are always not the priority for the countries due to their legal status or nature of work through advocacy. To date, the platform was able to create a network with more than 50 CSO, CBOs and community network at national and regional level. The platform is currently hosted by the American Refugee Committee (ARC). The platform currently has its own website www.malariafreemekong.org under the ARC project partner Raks Thai Foundation. The main objective of the website is to provide updated information about Malaria from the region through disseminating malaria-related information and reports.

 

  1. Purpose of TOR

This TOR is to identify the interested individual or company to restructure the Malaria CSO platform website and manage its content for the period of 2018-2020. As the website already exists www.malariafreemekong.org , ARC is looking for the interested company or individual to reorganize website and its content with restructuring website pages to make it user-friendly.

 

3. scope of work

The hired company / Vendor / Agency / Person will be required to design, develop, test and implement a web platform within the designed timeline which meets the following criteria:

  • Restructure existing website malariafreemekong.org and make interactive, appealing, user-friendly and responsive
  • Search engine: friendly, able to render appropriately on a wide variety of different browsers
  • Content Management: The solution should allow authorized project staff (or appointed personnel) to edit and update the website including the ability to create, remove, edit, and publish content.
  • Site news/Trending: provide contents/screen areas containing: calendar, upcoming events, latest news/site news, and trending topics
  • Calendar, Events, Reminders, Calendar integration: Specific authorized users should have the ability to create and administer events and event details. Members should be able to receive notifications that an event has been scheduled and reminders of upcoming events.
  • Mass Email/Messaging: The system should provide a feature to allow authorized content-administrators (or other authorized administrators) to contact all or group/community members. This feature may be used to facilitate the dissemination of newsletters.
  • Document Management System (DMS): Document upload (any file format) with Description - Who uploaded - Date of upload - File Format.
  • Photo & Video: with features such as caption, date uploaded, copyright info for video and audio, download large size/medium / small size of photographs as an option for users; Share/send via email link and photograph (optional)Finalization of work should be decided based on ARC approval.
  • Maintain website server, domain, and maintenance for period of 2018-2020
  • Provided regular support for the website maintenance and update including infographic designing and contents management for the period of 2018-2020

 

  1. Timeline: Work expected to start from the 1st November 2018 and subject to finish within 90 days after signing of agreement. The company/person should provide complete detailed timesheet of individuals involved and time of task delivery.

 

  1. Payment

The payment for this work will be disbursed in 4 installments as below

  • The first installment- 20% of the total contract amount, within 7 days of signing of the contract
  • The second installment- 30% of the total contract amount, within a month or completion of 30% of work
  • The third installment- 20% of the total contract amount, within 60 days or completion of 60% of work
  • The fourth installment- 30% of the total contract amount, after delivery of final product/work

 

6. Training, Maintenance / Support

Company/individual will provide technical support for the website, regularly until December 2020. Related cost for annual technical support should be included in the cost proposal.  Below is support expected after completion of the website restructuring

  • Troubleshooting: In case site is down, any link is broken, any functionality not working properly, etc.
  • Technical Assistance: In case the Website needs to be moved from one server to another or need to link to other partners website or social media.
  • Remote or onsite support for assistance in changing/editing/modifying modules, webpage via call or emails (if at all required).
  • Technical training to ARC website Administrator, with manual and video
  • Upload content and materials (attachments)
  • Infographic and content designing

 

7.               Qualifications

Company/individual should demonstrate their qualifications and proven experience in the web designing and content management including graphic designing.  Applicant must be able to communicate (read, write and speak) professionally in English and have understanding of the nonprofit organization website audience.

Interested Company/individual is requested to submit their proposal with cost breakdown by 15th October 2018 to ARC in address below. Company/individual must submit following information during proposal submission.

  1. Proposal with activity/task, timeline and cost
  2. Additional cost proposal for the support after finishing this contract (see number 6)
  3. Three Example of experience of similar task
  4. Professional certificate of web designing or related work
  5. Contact person and address of Company/individual
