Consultant to undertake the Endline Assessment for the Water Safety Project in Phang Nga Province

Background

Drowning is the most common cause of child death in Thailand killing around 2,700 children per year. Thailand’s late remarkable economic rise has created new hazards and vulnerabilities for children. A new trend is now emerging in many middle-income countries with increased child deaths from injury and accident.

Save the Children Thailand is implementing the Water Safety Project in Khao Lak, Phang Nga province funded by the Michael Holland foundation which aims to enhance children’s knowledge of drowning prevention and contribute to reduce child injury and death by drowning across Thailand.

Whereas the project in Phang Nga aims at:

 (1) Conducting prevention activities and educating children on drowning prevention in target schools as well as encouraging to enroll children in Early Childhood Development (ECD) Centers;

(2) Building community awareness;

(3) Monitoring survival swimming lessons for children and

(4) Leading national and local advocacy initiatives

The purpose of this consultancy

Save the Children will hire a consultant to develop the good practices and success stories of the project in selected schools in Bangkok including assessment on the project implementation with the following objectives:

• Assess the project achievements against project objectives.
• Provide a comprehensive analysis of the project’s implementation to highlight strengths and weaknesses, generate findings and document lessons learned with local stakeholders and beneficiaries at school and community levels;
• Outline challenges of implementation and make recommendations for scalability, replicability and sustainability measures of current and future related projects;
• Assess performance of the project in terms of its relevance, effectiveness and sustainability.
• Produce 3-5 cases of good practices / success stories from different beneficiary groups including children, teacher, and community regarding perspectives on water safety and ability to avoid/mitigate and cope with every-day risks in their respective communities.

Scope of this consultancy: 

Methodology

The following is the outline of a suggested process; however, it would be expected that this would be further refined by the consultant.

• Literature Review on the project proposal and related documents;
• Development of survey tools to be used for collection of end-line data;
• Development of sampling methodology for administering surveys (as applicable);

• Conduct interviews/survey with direct beneficiaries of project and relevant local stakeholders and beneficiaries at school and community levels;

The evaluation used DAC Criteria for Evaluating Development Assistance: relevance, effectiveness, and sustainability. The OECD frame of reference for evaluating development assistance will be applied.

Targeted groups of this project:

• The targeted groups of this project are composed of children grade 4-6 among 21 targeted schools including teachers, caregivers and school principals, ECD Centers, 7 villages in Khuk Khak Sub-district, stakeholders i.e. Khuk Khak, Bang Nai Si and Kok Kien Municipalities, Khuk Khak and Bang Nai Si Sub-District Health Promotion Hospitals, Andaman Medical Centre etc.
• The assessment will be conducted in Khao Lak as the key area and the other Municipalities: Bang Nai Si and Kok Kien , Phang Nga.

Deliverable Outputs

Please note that all deliverable outputs will be reviewed by Child Health and Safety Programme Coordinator and MEAL Coordinator

The consultancy service period for the whole assignment is 40 working days, during 15 Nov 2018 – 15 February 2019 and the final report should be submitted on 15 February 2019.

Consultant qualifications

• At least master degree in education, research, social sciences or other related field
• Expertise in qualitative and quantitative research methods
• Strong qualitative and qualitative data analysis skills
• Expertise in issues related to Child Safety and Water Safety is desirable
• Thai and English language proficiency
• Ability to work within strict deadlines

Management of consultancy

• The consultant will report to Child Health and Safety Programme Coordinator
• Technical advice: MEAL Coordinator
• Save the Children should approve all plans, data collection tools/instruments and documents developed by the consultant.

Consultancy Budget

The consultant is requested to submit the proposal and detailed budget with their application letter. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the assessment such as materials, travel, accommodations will be covered by Save the Children.

Submissions for the consultancy

The submission must address the terms of reference and include:

• Name and contact details of applicant
• Resume of the lead consultant
• A cover letter outlining the relevant experience and expertise of the consultant and initial ideas on the approach to be taken the achieve the consultancy objectives
• A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)
• A detailed quote in THB (including travel and other costs)
