The Center for People and Forests (RECOFTC) holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management whilst taking a landscape approach to natural resource management. The Center engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating - The Center delivers innovative solutions for people and forests.

 

To address the needs and challenges of the Asia‐Pacific region, The Center for People and Forest (RECOFTC) has developed an innovative new strategy (2018-2023) to help local people find solutions together with government, the private sector, development partners, local institutes, academia, media and others. Building on its previous strategic phases, the 2018–2023 Strategic Plan puts people at the center of change, by empowering communities, governments and the private sector with rights, opportunities for dialogue, networking, technical expertise, tools and knowledge. The Center’s results will help nearly 5 million people in and near forest landscapes live more equitably, with dignity and greater empowerment to protect themselves from the injustices of poverty and environmental degradation.

 

The Center is currently seeking a qualified candidate to work as Program Management, Monitoring and Evaluation Coordinator. The successful applicant will be based at the Center for People and Forests’ Thailand Country Program at the regional office in Bangkok, Thailand. The contract duration is for 2 years with a possibility of extension depending on performance and availability of funding.

 

POSITION SUMMARY:

The Program Management, Monitoring and Evaluation Coordinator works as a key member of the Thailand Country Program (TCP) team. S/he will play a lead role in developing a system to support effective project management within TCP and coordinating among project teams for quality project management, and monitoring and evaluation. S/he will report directly to Director, Thailand Country Program (DTCP) and work closely with Senior Program Officer for Monitoring, Evaluation and Learning (MEL) at Regional Office in Bangkok to ensure that country program management is effective and meets the RECOFTC Strategic Goals.    

 

RESPONSIBILITIES AND DUTIES:

Under the overall guidance and supervision of the DTCP and in close collaboration with other program and project staff of TCP, the Program Management, Monitoring and Evaluation Coordinator will be mainly responsible to:

 

Monitoring, evaluation and learning (MEL) (50%)

  • Work with RECOFTC Regional Office MEL team to develop MEL system and work plan for TCP that responds to the RECOFTC’s strategic plan, integrating the TCP projects into all four strategic goals; 
  • Support DTCP in developing and monitoring and evaluating Country Program annual work plan;
  • Support team for baseline data collection, landscape factsheet update and analysis system for projects and Program based on logical framework and project indicators;
  • Coordinate with the team to collect required MEL information according to the work plan and analyse the information to support the team in planning and tracking progress of project and program activities;
  • Coordinate on data entry into RECOFTC MEL system and analysis of the data for progress reporting;
  • Provide technical support to the team on MEL to ensure that the TCP could deliver effective MEL outputs as plan;
  • Identify and work with the team to develop key learning issues for developing as knowledge management products;

 

Program and Project management (30%)

  • Develop project management support tools, standard and guidelines to support the project teams for improving project management, delivery and timely reporting to the donor organizations;
  • Coordinate with the Center’s Regional Office on operations, partnership and business development, knowledge management and strategic communications;
  • Develop and maintain program and project database management, including contractual information, payment and report schedule, and ensure that the information is shared within the team and updated regularly;
  • Support in reviewing project narrative report and financial report prepared by the project teams;
  • Support in writing and reviewing contracts and service agreements and respective ToRs for hiring consultants for project and program delivery;
  • Support in writing country reports, provide timely country updates in program coordination meetings and RECOFTC annual planning and program review events;
  • Support in reviewing the budget for different projects and ensuring that project funds are spent effectively and on a timely manner;
  • Ensure that the Center’s emphasis on Social Inclusion and Gender Equity (SIGE) is well integrated into TCP programming and projects’ activities;

 

Fundraising and private sector engagement(20%)

  • Support DTCP in developing fundraising strategy in close coordination with business development officer based at regional office, and develop and execute work plan for achieving the country fundraising targets;
  • Contribute in drafting project proposals for seeking funding support from various donors including private sector;
  • Assist in the identification of fundraising opportunities e.g. for capacity development services or technical consultants to support the Center’s income generation plan and targets for Thailand Country Program;
  • Coordinate with the TCP team members and Business Development team to organize fundraising events and maintain partnerships with various private sector actors interested in collaborating with the Center;
  • Perform other tasks as they are assigned by Director, Thailand Country Program.

 

QUALIFICATIONS AND EXPERIENCES:

The Program Management, Monitoring and Evaluation Coordinator will have the following essential qualifications and experience:

Essential

  • Bachelor in Natural resource Management, Business Administration, Social Sciences or equivalent
  • At least 7 years of experience in project or program management, especially in the field of development and/or natural resource management
  • Proven track record of work experience on monitoring, evaluation and learning
  • Strong team building, effective management, and good understanding of budget development
  • Effective multi-tasking and time management
  • Proven ability to write in a clear and concise manner and to communicate effectively orally
  • Ability to prepare project proposals and reports
  • Good understanding of fundraising and private sector engagement
  • Fluent written and spoken English and Thai
  • Sound knowledge of Microsoft Office and database management applications
  • Willingness to travel frequently within the country and the region as well and, work in a multi-stakeholders and cross-cultural environments
  • Thai nationality only.

 

Desirable

The ideal applicant will possess the following skills and attributes:

  • Strong writing skill for MEL and report writing
  • Ability to coordinate with other team members and effective task and time management
  • Openness to work across his/her own main function and ability to adapt and take initiative to improve the work quality
  • Ability to mentor and sharing for supporting team members and partners capacity to grow within the area of responsibility
  • Multi-tasking and ability to organize several tasks to meet deadlines
  • Understanding and willingness to promote social inclusion and gender equity (SIGE)

 

General

In addition to job specific skills and experience, the applicant should possess the following characteristics (including attitudes and skills):

  • Hands-on experience and able to work independently with minimum supervision
  • Interpersonal communication skills, individually and in-groups, with an ability to work as an active member of teams. This implies flexibility and open-mindedness
  • Initiative and ability to make informed independent judgments which is consistent with an overall team approach
  • Ability to work in a variety of cultural and institutional contexts
