BACKGROUND:
Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock’s five-year Thailand Counter Trafficking-in-Persons Project, funded by the U.S. Agency for International Development (USAID Thailand CTIP) has goals to reduce trafficking in persons in Thailand and to better protect rights of trafficked persons. The Labor Abuse Complaint Mechanisms Review aims to provide a strong evidence base for developing measures to support improved implementation and enforcement of the Royal Thai Government’s counter-trafficking systems and processes, through strengthening complaint mechanisms for migrant victims of abuse and trafficking in Thailand, encouraging victims to identify themselves and report their grievances and improving targeted services for victims of trafficking.
OBJECTIVES:
The Labor Abuse Complaint Mechanisms Review will collate and analyze the variety of hotlines and other complaint outlets intended for use, and currently used, by migrants and victims of trafficking in Thailand both nationally and in depth in the following provinces: Trad, Chiang Rai, Sra Kaew, and Suratthani. The review will include statistics on complaint mechanisms’ use, as well as information on the strengths and weaknesses of each mechanism. The scope of the study will include all complaint mechanisms implemented by Government, CSOs/CBOs, Private Sector, etc. This analysis will be used to initiate discussions with the Royal Thai Government (RTG), CSOs and private sector to identify ways in which the current complaint mechanisms can be optimized to reduce confusion and improve trust and use by people in need. The review will also explore alternatives to traditional hotlines that could be piloted in the USAID Thailand CTIP project in collaboration with private sector and CSO grantees of the USAID Thailand CTIP Project. The findings of this review will be used to inform MDTs, the CSO community, and community leaders about formal and informal complaint mechanisms; strengthen the relationship between Thai and migrant communities; and promote a positive environment for labor rights of migrants and other at-risk population in Thailand.
