PROGRAM OFFICER

(Fixed-term contract)

 

Background

 

Established in 2011 with support of the U.S. Agency for International Development (USAID), the Southeast Asia One Health University Network (SEAOHUN)’s vision is to become a regional network of social and intellectual excellence on One health working to reduce infectious disease threats by fostering academic partnerships with government, national and regional stakeholders in Southeast Asia to advance the development of One Health workforce in Southeast Asia.

 

SEAOHUN was founded by 10 universities and 14 faculties of the four independent country networks in Indonesia, Malaysia, Thailand, and Vietnam that are collaborating to build the next generation of skillful and competent One Health professionals to combat new, emerging and re-emerging infectious diseases. To support and assure the long-term sustainability of the Network, SEAOHUN has officially registered as a foundation in Thailand since August 2014 with a secretariat office in Bangkok before moving its operation to Chiang Mai in May 2015. In seven years, SEAOHUN has expanded its membership to comprise 67 universities, 120 faculties and government agencies from the four member countries. Additionally, SEAOHUN expanded its source of funding form only the USAID to Korea International Cooperation Agency (KOICA) in 2017 through the One Health Workforce and U.S. Department of State (DOS) in 2018 and expanded its One Health workforce activities beyond the four-member countries to Cambodia, Lao PDR, and Myanmar.

 

SEAOHUN collaborates with each country network to enhance the capacity of the current and future workforce in using One Health approaches to prevent, detect and respond to infectious disease threats. The four One Health University networks (OHUNs) are Indonesia One Health University Network (INDOHUN), Malaysia One Health University Network (MyOHUN), Thailand One Health University Network (THOHUN), and Vietnam One Health University Network (VOHUN).

 

SEAOHUN’s key function is to encourage and facilitate collaborative activities and projects among network members with an emphasis on trans-disciplinary and trans-boundary partnerships. Programming includes, but is not limited to, supporting student and staff exchange, curriculum development, strengthening and developing teaching methodologies, and developing research capacity building and innovative projects that provide evidence-based One Health data and outcomes for advocacy with government and other collaborating partner agencies.

 


 

Duties and Responsibilities

 

Under the overall supervision of the Executive Director, the Program Officer will monitor and document the processes, challenges, and achievements of the projects’ activities and interventions, both qualitatively and quantitatively. S/he will undertake the following tasks:

 

  • Assist in the development and implementation of project activities.
  • Provide support to the design and implementation of project related monitoring and evaluation (M&E) activities, including indicator definition, data collection, and analysis.
  • Monitor, document, and effectively communicate project results in the form of success stories, website and social media updates, and other written deliverables in a timely manner.
  • Serve as a focal person in report/story/news write-up as related to SEAOHUN publications (e.g., monthly upcoming activities, quarterly newsletter, and annual report), website, and social media.
  • Keep stakeholders informed of all project results and problems identified in the M&E processes.
  • Develop SEAOHUN brand awareness and online reputation.
  • Ensure that program documents are properly kept, organized, and stored in physical and electronic formats according to the SEAOHUN and donors’ standards and procedures.
  • Perform other tasks as assigned and needed for project success.

 

Qualifications and requirements

 

  • Bachelor’s degree from a recognized college or university with a major study in communications, public relations, social sciences, international relations, or a related field. Master’s degree is preferred.
  • At least three years’ work experience (Master’s) or five years’ work experience (Bachelor’s) in monitoring and evaluation, communication, social media, and knowledge management.
  • Experience working with government agencies, intergovernmental agencies, academic universities, or NGOs is preferred.
  • Experience collecting, consolidating, and synthesizing program data, output, and outcomes (e.g., writing success stories) is required.
  • Experience in One Health is an asset.
  • Proven communication skills, both in written and orally. This includes networking, negotiation, and diplomatic skills.
  • Self-starting, ability to take initiatives and work with minimal supervision are required.
  • Ability to work both independently and in a team in a multicultural environment is necessary. Experience working in Southeast Asian countries is preferred.
  • Skills in Microsoft Office/Google, email, and social media applications and internet navigation are required.
  • Skills in multimedia, Wix, Google analytics are a plus.
  • Fluency in English is required.

 

Contract term

This is a fixed-term contract ending on 30 September 2019. The renewal and conversion to a full-time employee are subject to funding. During the initial contact, Program Office may choose to work remotely if s/he prefers without relocating to Chiang Mai.
