Terms of Reference for

Technical Copy Editor and Professional Translator

for Evidence-based Studies in SEAS Project

  I.              Introduction

Plan International Thailand is currently implementing the Stopping Exploitation through Accessible Services (SEAS of Change) project through the support of Plan International USA, Plan International Sweden, Plan International Finland, Swedish International Development Cooperation Agency (Sida), Kesko Corporation, The Richard and Helen DeVos Foundation, and the Finnish Government’s Finnpartnership Programme.

 SEAS of Change looks at critical entry points along the fishing supply chain to develop a multi-pronged approach to fortify it against exploitation and abuse. It envisions a fishing industry that is free from hazardous exploitative child labor and offers decent work opportunities for all, especially girls and young women among migrant populations.

 Following a ‘net-to-napkin’ approach, interventions occur from source communities in Cambodia and destination communities in Thailand and engage retailers in consumer countries, like Sweden and Finland, intermediary buyers, suppliers and brokers to promote transparency and accountability down the supply chain. Project activities aim to improve outcomes in four areas, namely education, livelihoods, social protection and supply chain engagement.

 Due to the wide scope of the project, the implementation of project activities involves Plan International Thailand, Plan International Cambodia, Plan International Finland and Plan International Sweden and Plan International Asia Regional Office.

II.              Background

 

Plan International Thailand strives to advocate for policy changes in order to create an enabling environment where civil society organizations are able to work cooperatively to protect and promote rights of migrant children and youth, especially girls, in Thailand. We try to grapple with institutional structures that prevent migrant children and youth to enjoy their rights and constructively engage with policy makers to foster changes on related areas.

 

Last year, we initiated four evidence-based studies to garner better understanding on education services, child protection and migration policy in relation to our targeted beneficiaries, who are Cambodian migrant children and youth, and develop a body of evidence to inform policy makers about the beneficiaries’ current situation, as well as our future project development. In addition, we plan to use these studies to support the process of policy formulation for addressing institutional obstacles and bring greater attention from the public to these issues. The four studies include:

 

  • Situation and stakeholder analysis on child protection services for Cambodian migrant children and youth, especially girls, in the supply chain of Thai poultry industry (89 pages)
  • Situation and Stakeholder Analysis on Child Protection Services for Cambodian migrant children and youth, especially girls, in the supply chain of Thai Fishery Industry (31 pages)
  • Policy Analysis Report on Anticipated Impact of Recent Changes in Migration and Fishery Laws and Regulations that Affect the Thai Fishery Industry & Migrant Workers (106 pages)
  • Policy analysis on the benefits for the Thai government in ensuring access to schooling for Cambodian migrant children (71 pages)

 

III.              Objective

The main objective of this task are to copy edit final reports of four studies into publication version, as well as translating from edited English version into Thai.

 

  1. Tasks

 

  • Ensure correct spelling, punctuation, grammar and general usage of the language;
  • Where necessary, reorganize paragraph and rewrite content to improve clarity,   consistency and readability without changing the original meaning;
  • Point out factual inconsistencies, inconsistencies in arguments, faulty logic, and unclear passages, defamatory statement and suggest solutions;
  • Ensure the consistency of formats for footnotes, bibliography, figures, etc.;
  • Proof-read final texts to ensure text and associated graphics are error free;

VI.      Consultant’s qualification

  • Prior experience in managing an editorial team with professional native-speaker copy editors, English-Thai translators, and page layout designers
  • Prior experience in editing and publishing technical reports or research reports
  • Familiarity with migration issues in South East Asia, particular Thailand;
  • Excellent writing skills demonstrating a fluency in English language
