Basic Education Support toward Transition Phase IV (BEST IV)
ADRA has been working with vulnerable and marginalized communities in Thailand since 1984. ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action.
ADRA Thailand is currently seeking applicants to work at our office in Mae Sot District, Tak Province for the project entitled Basic Education Support toward Transition (BEST) Phase IV. This project is being implemented in 9 refugee camps along the Thai-Myanmar border.
- 1. Field Officer
The Field Officer will assist the Project Manager to manage the implementation of the BEST project in seven refugee camps along the Thai – Myanmar border. The position will support the area coordinators in Mae Sot, Mae Sariang, and Kanchanaburi to implement and monitor the project. The Field Officer contributes to a trustful & respectful relationship with staff and stakeholders in which ADRA’s values and mission is reflected.
Responsibilities:
- Support the Project Manager to manage the relationship between ADRA Thailand and project implementation partners and local partners;
- Collaborate with all Area Coordinators to organize and monitor project activities;
- Act as the go-between with the PM and Area Coordinators;
- Frequent travel to the camps for monitoring of activities, attending meetings when PM cannot, liaising with local community authorities, NGO meetings, etc.;
- Support AC in preparing quarterly MOI reports as requested;
- Support in attending MOI meeting in field level and report to project manager and/or Program Coordinator;
- Assist project manager in gathering staff monthly activities planning
- Assist project manager to coordinate with area teams on initiating new activities under the BEST IV project- i.e. Career Guidance component, Information Sessions, PTAs, Out of school children to access non-formal learning programs;
- Ensure ACs are working closely with schools and SCLOs (school community liaison officers-OOSC representatives in camp) on supporting and identifying OOSC for return to education programs;
- Support to PM in developing career guidance component for roll-out in high schools;
- Work with ACs on coordinating and introducing Career Guidance component in high schools and recruitment of career guidance officers;
- Support the PM in M&E practices and collection;
- Assist area teams in preparing for and carrying out assessments (school repairs, textbooks, school supplies)
- Assist in tender processes when needed;
- Maintain strong relationships with local Thai Authorities and NGOs/CBOs working in the camps along the border;
- Prepare documents to obtain camp pass for visitors and materials delivery to camp.
- Support project manager in preparing official letters to Thai authorities or local partners
- Assist to manage the Mae Sot office, including equipment and supplies.
- Assist logistics and admin staff if needed;
- Perform translation duties as requested by the Project Manager;
- Send and receive office mail and distribute to relevant persons;
- Other tasks as required by PM.

Preferred candidates are expected to meet the following:
Minimum Skills & Education Required:
- Educational Qualifications:
- Bachelor degree in education, international development, social science or related field desirable.
Experience:
- At least 5 years experience working with NGOs/CBOs and a minimum of 2 years in management or administrative positions equal to the position responsibilities outlined above.
Language Skills:
- Strong English verbal and written language skills.
- Strong Thai verbal and written skills.
- Strong Karen and/or Burmese verbal and written language skills.
Skills and Abilities:
- Must be willing to travel and work in remote camps along the Thai – Myanmar border (estimated at 50% of time).
- Draft and submit quality reports on time.
- Strong interpersonal and communication skills.
- Flexible and ability to adapt in various situations (i.e. camp context, NGO meetings, governmental meetings/events)
- Willingness to implement policies and procedures with a professional and constructive attitude.
- Must have strong operational management skills and be team orientated.
- Good negotiation and conflict resolution skills.
- Ability to take initiative and work with minimum supervision.
- Strong cross-cultural communication skills
- Proficient in Microsoft Windows applications. Ability to accurately review and analyze financial and statistical reports in excel format essential.
- Must have a valid driver’s license.
