Basic Education Support toward Transition Phase IV (BEST IV)
ADRA has been working with vulnerable and marginalized communities in Thailand since 1984. ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action.
ADRA Thailand is currently seeking applicants to work at our office in Mae Sot District, Tak Province for the project entitled Basic Education Support toward Transition (BEST) Phase IV. This project is being implemented in 9 refugee camps along the Thai-Myanmar border.
- 1. Procurement and Logistic Officer
The Procurement and Logistic Officer position is responsible for logistics arrangement to support project implementation. This work is carried out closely with the Project Manager and others involved in the procurement process.
Responsibilities:
Procurement Responsibilities
- Implement an efficient procurement system.
- Procure building materials, course materials and supplies according to ADRA Thailand and donor policies, regulations and guidelines.
- Ensure that VT course materials procured meet Thai education institution
- specification standards.
- Manage the tendering process and make recommendations based on quality, price and service.
- Plan and monitor transportation and delivery of materials.
- Liaise with suppliers to ensure quality, low prices and on time delivery.
- Liaise with the Area Teams and Camp Logistics staff to ensure that guidelines for the
- management and storage of course materials are implemented.
- Maintain and provide upkeep of storage facilities in ADRA offices and project facilities in the camps.
- Maintain inventory files ensuring that they are accurate and up to date.
- Maintain accurate procurement records.
- Prepare monthly and quarterly financial reports as required.
- Perform other tasks as required by supervisor.
Logistic Responsibilities
- Oversee all logistics operations in the area office.
- Receive materials from suppliers and ensure that inventory’s are checked and recorded according to ADRA Thailand policies and procedures.
- Deliver materials and supplies to the camps and ensure that inventory’s are checked and recorded by camp logistic officers according to ADRA Thailand policies and procedures.
- Maintain logistic files ensuring that they are accurate and up to date.
- Monitor maintenance needs of vehicles.
- Carry out daily/weekly diagnostic check-ups of vehicles.
- Ensure vehicles contain proper tools, water, spare tires, chains etc at all times.
- Keep accurate millage logs.
- Ensure all necessary vehicle documents (including insurance, registration and license etc) are present in the vehicle and up to date.
- Ensure that safety procedures are adhered to, including security of vehicle, seatbelt usage and load capacity.
- Report all problems or accidents immediately.
- Provide administrative support, such as paying bills, as required.
- Other tasks as required by PM.
Measurability (KPIs)
- Tasks and responsibilities carried out according to agreed work plans
- Materials delivered to camp according to work plan
- Accurate material inventories maintained to high standard
- ADRA vehicles maintained in good condition
- ADRA Thailand and Donor policies followed
Minimum Skills & Education Required:
- A minimum of a Bachelor’s degree in any of the preferred following areas: Business, Economics, Supply Chain, Logistics;
- At least 3 years of work experience in Logistics and Procurement;
- Experience working with NGOs a plus ;
- Strategic procurement knowledge including influencing, crafting and conducting negotiation strategies;
- Proven analytical, problem solving and organizational skills;
- Strong planning skills with the ability to handle multiple activities through to completion and to manage competing priorities;
- Proficient in Microsoft Windows applications. Ability to accurately review and analyze financial and statistical reports in excel format essential.
- Ability to analyze and manipulate technical and complex data and provide meaningful information;
- Excellent attention to detail skills.
Language Skills:
- Strong English verbal and written language skills.
- Strong Thai verbal and written skills.
- Strong Karen and/or Burmese verbal and written language skills.
The preferred candidate:
- Must be willing to travel and work in remote camps along the Thai – Myanmar border (estimated at 50% of time).
- Strong interpersonal and communication skills.
- Flexible and ability to adapt in various situations (i.e. camp context, NGO meetings, governmental meetings/events)
- Willingness to implement policies and procedures with a professional and constructive attitude.
- Ability to take initiative and work with minimum supervision.
- Strong cross-cultural communication skills
- Must have a valid driver’s license.
