Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for Civil Engineering Advisor to supervise the construction of 7 inclusive playgrounds in 3 camps in Tak, and 4 camps in Mae Hong Son Province. Based office is in Mae Sot with regularly travel to work in camps.

HI implements 4 projects in Thailand alongside Thai-Burma border: a) Risk Education in 9 camps, b) Disability and Social Inclusion in 5 camps, c) Rehabilitation project in 5 camps and d) Growing Together project in 7 camps as well.
All projects implemented alongside Thailand-Burmese border are enrooted into the Myanmar & Thailand Regional Program Strategy for the period 2018-2020.
The strategy aims at working alongside refugees’ people with disabilities and other vulnerable groups, responding to their essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights.
All projects are managed by designated manager coached by the Operational Manager, Site Admin. Coordinator and Country Manager, Thailand. Thailand mission is supported by the Regional team in Yangon for all issues related to logistic, administration, finance and accountancy as well as Technical issues.
General mission of Civil Engineering Advisor
To supervise the construction of 7 inclusive playgrounds (1 in Umpiem, 1 in Nupo, 2 in Mae Rama Luang,
1 in Mae La Oon , 1 in Ban Mae Nai Soi and 1 in Ban Mae Surin) as per quality standards and under the supervision of the Project Manager.
Responsibilities:
To provide high quality expertise in the planning, contracting, monitoring and execution of the playground construction work, with a focus on inclusion, accessibility and safety (especially against disaster) as per HI guidance.
Aim: Ensure the quality and timeliness of the executed works taking into consideration safety measures in order to prevent/ avoid any natural accident (land slide, flooding …).
Benchmarks: Qualitative inclusive playground have been provided to the builder with effective plan, management, monitoring and implementation of activities.
Activities:
- Review of technical documents and design, including drawings and technical specifications and bills of quantities for construction works submitted by the playground designer
- Assess each construction site and review the design and bills of quantities accordingly (security and safety of the playground is a must)
- Support the selection of construction contractors (1 per camp) and support the contract documentation
- Support the preparation of the procurement documentation for construction materials and equipment (if not included in the constructors’ contracts)
- Closely coordinate with the logistics department to ensure quality of the materials and works achieved in the quantity required before payments are authorized
- Provide support for obtaining all necessary permits for construction works and other requirements related to launching construction works and bringing construction materials in the temporary shelters.
- Develop weekly work plan for each playground work based on the project activity planning and report progress on weekly basis to the Project Manager
- Monitor the execution of civil works during the playground construction including ramp, drainage works, soil stabilization, tires retraining wall, fence, toys equipment fixing and other playground constructions, anti-flooding and land slide schemes and any other civil works required for the playground construction.
- Bring to the attention of the Project Manager on any works which are not meeting timeliness, quality, technical specifications etc and propose solutions
- 8. Provide on-demand support on any relevant issue related to the construction works raised by the project management
- Provide monthly report on work progress and provide data as per project and donor requirement
- Verify that the construction works are corresponding to the design, and the quality of the installed materials meets the desired standards of quality, inclusion, accessibility, durability and safety (especially in terms of landslide and flooding).
- Facilitate the certification of the completed works.
- Contribute to the final analytical report on the playground construction with achieved results, constraints and recommendations based on lessons learned with work plan for future action;
Planning:
- Overseeing all technical aspects of the playground construction from planning to implementation & completion per plans.
- Develop weekly work plans based on playground construction planning and report achievements during weekly meetings with Project Manager.
Project implementation, monitoring and evaluation:
- Provide technical advice to the builder in the implementation of
- Daily manage overall running of technical activities in all playground components. This includes ramp, drainage works, soil stabilization, tires retraining wall, fence, toys equipment fixing and other playground constructions, anti-flooding and land slide schemes and any other civil works required for the playground construction.
- In collaboration with the Project Officers for recovery plans where necessary, daily meeting with the builder and staff to discuss progress, obstacles, challenges and take action in removing barriers to completing work.
- Check quality implementation and follow-up in each building step to ensure the inclusive playground are durable and safety.
- Work with builder, vendors and suppliers to secure proposals, execute contract and follow up through completion.
- Clean up job site at end of day and ensure all equipment is properly secure for the night
- Test equipment and machinery to ensure it is in good working order.
- Provide the Project Manager with lists of stock that has been decentralized for each playground. Provide logistical support for material purchase, vehicle requirement and equipment preferences in compliance with the HI’ rules.
- Ensure compliance with national and international norms and inclusive quality standards relating to the playground construction
Reporting:
- Develop regular monthly and statistical data’s as per the guidelines and requirement of the project;
- Contribute to the analytical report on the playground building with achieved results, constraints
and recommendations based on lessons learned with work plan for future action;
- Contribute to data collection to document evidence of changes achieved in the building process.
- Input into the identification and analysis of the inclusive playground good practices.
- Input into monthly team meeting.
- Ensure that his/her Line Manager is regularly informed and reported about concerns or difficulties faced at the field level.
Qualifications required: Thai citizen,
Education: Bachelor’s degree in Civil Engineering or related field.
Experiences: Minimum 2-year experience in the infrastructure context and Minimum of 2 years practical experiences in a similar position, as well as, working with refugees in the Thai - Burma border, especially construction, infrastructure, water and sanitation, environment.
Experienced in playground construction, in inclusive environment construction.
Experience in working with NGOs or rural area development.
Experience in disability sector strongly recommended. Practical experiences in working with community based organizations (CBOs), vulnerable groups and local authorities.
Good level of Thai and English Language is a must. Good in Karen, or Burmese language is an advantage.
Job Conditions
- Remuneration: Starting from 27,210Baht depending on the experience of the candidate. Attractive package with possibility of transportation, accommodation allowance.
