BACKGROUND
Help without Frontiers (www.helpwithoutfrontiers.org) is an NGO that was established to provide aid, help and relief to Burmese refugees and migrants in Thailand and Myanmar.
Since 2002, Help without Frontiers has provided support along the Thai-Myanmar border to displaced people who find themselves in emergency situations from which they are unable to escape without assistance; most of them are children and youth, and we give them a chance for a better and brighter future.
At Help without Frontiers we focus on five core areas; Education; Youth Empowerment; Child Protection; Health; Community Development.

To create a world where help can be provided to the most vulnerable and marginalised populations without discrimination, without exclusion and without borders.
MISSION
Help without Frontiers aims to fight the root causes of poverty and discrimination faced by marginalised migrants and refugees from Myanmar, ensuring help can be given without prejudice across borders, to the most in need.
ROLE PURPOSE
The Deputy Director will be responsible for overseeing the Finance, Fundraising, HR and Logistic functions, and supporting the Director in driving the programmatic goals and acting as a key representative for the organisation.
REPORTING LINES
Reports to the Director
The post holder works in close coordination and cooperation with the Finance and the Fundraising departments of Help without Frontiers.
RESPONSIBILITIES:
Organisation
Plan and implement operational strategies in line with the organisation’s strategic plans
Represent Help without Frontiers at network and conferences
Assist Director in representing Help without Frontiers at all major meetings and public events, organised by the organisation and its partners
Assist Director in presenting updates at board meetings
Assist in programme development and delivery
Finance
Work closely with the Finance Manager on Help without Frontiers’ annual plan, budget and end-year processes
Oversee all internal and external reporting
Assist other departments and oversee all donor reports
Oversee budget management, and work with programme teams to prepare and manage their budgets
Oversee internal audit checking, liaise with external auditors and ensure recommendations are implemented
Human Resources
Develop and implement Help without Frontiers’ HR strategy
Oversee adherence to HR policy, and assist Managers and teams in HR processes, such as recruitment, performance management and disciplinary
Oversee staff training and succession plans
Fundraising
Oversee development and implementation of fundraising strategy
Assist Fundraising team in planning and implementing fundraising activities
Oversee the management of all grants and donor communication
Host donors / potential donors
General Operations
Oversee all general admin and logistic functions
Oversee daily operations
Liaise with government agencies on behalf of Help without Frontiers to meet foundation status (non-profit) requirements
QUALIFICATIONS REQUIRED
Thai national only
University degree in humanitarian development, business development or relevant field
At least 10 years’ experience in roles such as Office Manager or Project Manager, preferably in a humanitarian setting
Experience of project finance and accounting of multi donor-funded programmes
Excellent computer software skills in MS Excel, Word, and accounting software
Excellent communication skills, both oral and written, with fluency in English required
Accountability and ability to deliver on agreed tasks to a high standard
Experience in providing support to colleagues working on thematic projects
Salary
Monthly salary THB 45,000
