Consultant Achieve Baseline (School to Work Transitions Survey)
Background
Save the Children International Thailand aims to contribute toward ensuring that the most vulnerable adolescents have access to the knowledge and skills needed to transition into adulthood as a strategic priority from 2019 to 2021. SCI Thailand and ACTED are implementing the USAID Achieve project which will focus on supporting the most vulnerable adolescents in the southern border provinces of Thailand.
USAID Achieve will build local vocational training providers’ capacities to support vulnerable youth in Thailand’s Deep South increasing their skills, knowledge and experience necessary for improved economic opportunity. In this way, it will address a key conflict driver and offer young people a way out of the cycle of criminality and violence. By integrating a people-to-people approach at all levels of project management and activities, USAID Achieve will foster mutual understanding, trust and concrete cooperation between youth and between key people and government.
The USAID Achieve baseline may take the form, or adopt some components of, a School to Work Transitions survey. The School to Work Transitions Survey is an instrument commonly used by the International Labor Organization that generates relevant labor market information on young people aged 15 to 29 years, including longitudinal information on transitions within the labor market. The SWTS thus serves as a unique tool for demonstrating the increasingly tentative and indirect paths to decent and productive employment that today’s young men and women are facing in the context of the Southern Border Provinces of Thailand.
Position Description
The purpose of the consultancy is to complete the USAID Achieve Baseline Study. The consultant will be expected to collaborate with partners and stakeholders in the research design of the baseline study, including discussion of a representative sample of surveys to be collected. Develop assessment tools in relevant languages. Recruit, train, and manage local enumerators supporting the baseline data collection. Include youth aged 18 years and above as local enumerators. Analyze and share the findings of the baseline study with project partners and stakeholders, including providing recommendations for the USAID Achieve project.

Objectives and Deliverables
The consultant will deliver on the following objectives:
Objectives 1: To complete the research design for the baseline survey
Key Actions: Participatory process, plan for a representative sample of surveys, ethical review process, plan for informed consent procedures
Deliverables: Work plan and research design
Objectives 2: Design and translation of baseline survey tools
Key Actions: Develop and review tools, ensure quality of any translations, practice/pilot of survey tools
Deliverables: Baseline survey tools
Objectives 3: Recruit enumerators
Key Actions: Plan for recruitment of local enumerator team (include youth 18 +)
Deliverables: Roster of confirmed local enumerators
Objectives 4: Enumerator training
Key Actions: 5 to 7 day enumerator training that includes practice with the survey tools
Deliverables: Agenda and report of enumerator training
Objectives 5: Draft baseline report
Key Actions: First draft of the baseline survey report, include: executive summary, methodology, discussion of findings, recommendations

Objectives 6: Presentation of baseline survey results
Key Actions: Power point presentation of the survey results shared with SCI and partners

Management
The consultant will report to the USAID Achieve Project Coordinator and liaise closely with the Senior Education Specialist.
Time frame
April to August 2019
Budget
The applicant is requested to submit the proposal, work plan, and detailed budget (including number of days required and estimated cost per day) with their application. The financial competitiveness of application will be considered in the selection process. All costs associated with delivery must be
included, SCI will not pay for travel, per diem, translation, supplies, or any additional staff support time needed.
Qualifications
