Background:
Dreamlopments Ltd (DLP), registered in Thailand since 2015, is a social enterprise, a non-profit mission-driven company working on aid and development for underserved communities. Dreamlopments is running in Tak province (Thai-Myanmar border) the Migrant Fund (M-Fund), a project of low-cost not-for-profit health insurance for migrants. The project started in August 2017, and is currently in a phase of scale-up. As of March 2019, more than 9,000 members have voluntarily joined the M-FUND scheme. DLP is now working to expand the project in Myawaddy.
We are looking for an experienced and dedicated Myanmar national/Burmese speaking Project Officer (PO) to assist the Project Manager (PM) in coordinating the implementation of the M-FUND project in Myawaddy.
Job overview:
The PO will assist the PM to coordinate all activities related to the program promotion, planning, implementation and monitoring in the area of Myawaddy township. He/she will work closely with the team Medical Officer (MO) based in Mae Sot. The PO will assist the PM with the supervision, training and evaluation of a team of initially 2 to 3 Community Workers (CW).
Reports to: M-FUND Project Manager (PM) and DLP’ General Director (GD).
Main tasks and responsibilities:
- To assist the PM in coordinating on the ground the overall implementation of the project.
- Assist the PM to develop and strengthen collaboration with all stakeholders and project partners in Myawaddy (Myawaddy hospital, other government officials/offices, private clinics, NGO partners).
- Participate actively to the monitoring and assessment of the program, as well as the strategic planning.
- Help the PM manage and organize the team of CW according to the needs. To assist in the recruitment of new CW and team members as the program expands.
- To assist the PM in providing continuous coaching & technical support to the CW team, for a successful implementation of the activities.
- Actively promote and increase participation in the M-FUND through local events and Q&A (with the help of the MO and the CW).
- Actively monitor the medical events that are covered by the M-FUND in Myawaddy. Together with the PM and the MO, assess claims related to medical care provided to M-FUND members.
- Visit patients who are admitted in partner facilities.
- Participate in entering data into the M-FUND application.
Qualifications required:
Education:
- University degree in Medicine, Public Health, Nursing, Social Sciences, or International Development.
Experience:
- At least 5-year experience in positions of Project Officer (or equivalent), including experience in the development of projects in resource-limited settings.
- Experience in health and development projects for migrants or refugees along the Thai-Myanmar border a strong plus.
- Prior experience working with Government Hospitals and Offices, Community Based Organizations, NGOs and donor-funded projects a strong plus.
- Experience in a project of health micro-insurance or microfinance a plus.
- Experience with electronic data management systems.
- Experience in analysis and synthesis of project data and indicators. Experience in developing project reports.
Skills and competencies:
- Excellent organizational and planning skills.
- Excellent communication skills and strong interpersonal skills.
- Fluent in Burmese and English. Good command of Thai and Kayin language a strong plus.
- Able to work with minimal supervision, handle multiple tasks and manage demanding schedules to deliver high quality results on time.
- Good proficiency in computer software, in particular Microsoft Office.
- Service minded, flexible approach to working hours.
- Interest in development and assistance projects, including for marginalized populations.
- Positive attitude towards (health) micro-insurance schemes.
- Ability to effectively supervise and build capacity of team members.
- Ability to operate in a multicultural team environment.
- Energetic, highly motivated.
- Goal-driven, details and quality oriented.
Working Environment:
- The position is based in Myawaddy city, with frequent travel to the local communities in the Myawaddy and nearby townships. Regular travel to Mae Sot.
