Communications and Outreach Specialist

USAID Oceans and Fisheries Partnership

based at the consulting firm’s office in Bangkok, Thailand

On May 14, 2015, Tetra Tech was awarded the United States Agency for International Development Oceans and Fisheries Partnership (USAID Oceans) Activity, a regional program working to combat illegal fishing and enhance fisheries’ sustainability. The program is one of the largest current traceability initiatives working to establish digital seafood traceability across Southeast Asia for more sustainable fisheries.

USAID Oceans requires a Communications and Outreach Specialist (COS) to support program communications and public outreach from its office in Bangkok, Thailand. The COS will work directly with the USAID Oceans Senior Communications and Outreach Manager and the Deputy Chief of Party to support the implementation of all internal and external communications activities, and with the program technical field teams to develop relevant communications content for priority target audiences. The COS will also support reporting and information requests from the USAID Regional Development Mission for Asia (USAID | RDMA) and other partners.

USAID Oceans is a five-year program May 2015 to May 2020. With the program in its final year, this position is limited to 11-month employment period with desired start date of 01 June 2019 through 30 April 2020). In its final year, USAID Oceans is working to share program impacts and progress with regional and global audiences. This position is an exciting opportunity to be a part of an initiative with the potential of changing the future of Southeast Asian fisheries.

Principal Responsibilities and Tasks

The Communications and Outreach Specialist will:

• Support the Senior Communications and Outreach Manager to develop content for and manage the program’s website (seafdec-oceanspartnership.org) and monthly eNewsletter;
• Coordinate with USAID Oceans field teams and technical leads to develop communication materials that document program activities to external audiences via success stories, press releases, web updates, and storytelling videos;
• Develop and curate social media content for USAID Oceans and USAID | RDMA social media platforms;
• Develop USAID Oceans progress reports for submission to USAID | RDMA, including Quarterly Progress and Annual Reports;
• Respond to information requests from USAID | RDMA, including bi-weekly program progress updates, event talking points, and other communication opportunities;
• Support the Senior Communications and Outreach Manager in the management and coordination of communications with USAID Oceans subcontractors, including the submission, review, and acceptance of contracted written, graphic, and multimedia deliverables.

Skills and Qualifications (Minimum Requirements)

The COS must have at least three years of working experience in strategic communications, a minimum of a B.A. degree in communications, marketing, journalism or related field, and excellent English language written and verbal communication skills. Previous experience working with international development or non-governmental organizations is strongly preferred, with an interest in contributing to environmental and social change required. As part of a fast-paced team, the candidate must be highly motivated with the ability to work independently as needed.

In addition, the following knowledge and skills are required:

• Advanced professional proficiency in English reading, writing, and speaking
• Strong communication and interpersonal skills
• Ability to be self-directed and work well independently and as part of a team
• Strong writing skills are essential, with an eye towards detail/editing as the lead communicator of a multi-lingual team
• Creative content-developer, with ability and passion for crafting compelling and newsworthy stories
• Interest and adeptness in managing social media platforms Facebook, Twitter, YouTube and other related supporting applications
• Graphic design and/or video editing skills are preferred, but not required
• Capable of providing examples of exemplary contributions to the success of past projects
