MONITORING AND EVALUATION ASSISTANT
About AHF:
Headquartered in the US with its Asia regional office in Cambodia, AHF Thailand is a non-profit organization that strives to strengthen testing, medical treatment and advocacy for people living with HIV/AIDS. AHF Thailand was established with support from international, governmental and local organizations. AHF Thailand provides community-based HIV rapid testing services and linkage to medical care through partnership with local CBOs and government facilities.
In view of its fast-paced program expansion, AHF Thailand is looking for a motivated and talented individual who is dedicated to promoting HIV prevention and improving the quality of lives for PLHIV to fill the position of Monitoring and Evaluation Assistant to lead the M&E component of our Country Program.
Position Summary:
The Monitoring and Evaluation Assistant is responsible for planning, monitoring/supervising, evaluating and preparing M&E related reports for AHF Thailand. S/he participates in the process of data collection, data validation and verification, and analysis of HIV testing and treatment programs in Thailand. S/he works with data managers of partners and with the Asia Bureau and Global Quality Improvement Teams to ensure that the M&E tools and system are followed and complied with.
Essential Duties and Responsibilities:
- Coordinate the collection, collation, validation, verification and reporting of key Country Program indicators for all supported sites;
- Conduct periodic data audits and data quality assessments with partner data managers;
- Ensure that all sites of the Country Program provide accurate and quality data;
- Ensure implementation of quality assurance system at all levels: from data collection and transmission, to data entry and analysis;
- Liaise with all partner data managers and staff in addressing M&E needs/activities;
- Support AHF Thailand’s key partners to ensure that the program’s M&E activities are integrated, meaningful and achievable;
- Identify and implement required interventions to ensure data quality and efficient data
collection at site level;
- Support M&E activities including periodical report production, support supervision, and technical oversight for partners;
- Work with the Country Team in rolling out monitoring and evaluation training and capacity building for partners, in preparing annual workplan and budget, and in the review of monthly, quarterly and annual country work plans;
- Generate statistical and narrative monthly, quarterly and annual reports for AHF Thailand and ensure timely submission;
- Participate and provide M&E support for existing and new partners / sites which will involve planning, orientation of data collection tools, M&E framework design, implementation, monitoring & evaluation and reporting;
- In consultation with partners, develop annual M&E workplan and budget which includes health facility assessment, client satisfaction survey, annual chart audit, among others;
- Provide data and evidence to the Country Team to highlight areas and sites that need improvements;
- Be the first person to alert any irregular data and take action accordingly;
- Ensure standardization of all data collection tools and methodologies across implementing partners and sites;
- Facilitate any operational research as directed by Country Program Manager or bureau and global quality teams;
- Develop good working relations with other data staff and partners to ensure that M&E remains a high priority in the Country Program;
- Works with the partner sites to ensure regular monitoring and evaluation of the performance of the program;
- Ensure that activities in the approved M&E work plan are undertaken / completed; Participate in AHF meetings and call conferences, as may be required; Other duties as may be assigned by the Country Program Manager.
Education and Experience:
- Bachelor degree in a related field
- Experience in monitoring and evaluation
- Preferably with previous experience in handling HIV/AIDS/STI program / project
Computer / Software Skills and Abilities:
- Proficiency with the Microsoft Office – Word processing, databases, spreadsheets, presentation software, internet research and electronic mail
- Ability to prepare graphs and charts
Language Skills:
- Good English communication required
- Ability to write reports, business correspondence
Other Skills & Abilities / Qualifications:
- Familiarity with HIV / AIDS situation in the country a plus
- Willing to travel to project sites
- Flexible, proactive and able to organize work independently as well as work as part of the team
