HelpAge International Asia Pacific Regional Office is currently seeking a qualified candidate to support our work in Asia Pacific region.

 

Position:                                            (Part time) Project Finance and Administration Officer

Work base:                              Asia Regional Office in Chiang Mai

Contract length & Work days:     5 months contract (May-Sep 2019). Work at least 3 days per week.

Starting date:                           As soon as possible

Wage:                                     Daily rate starting from 1,000 THB per day depending on experience

Condition:                                This position is opened for Thai nationals only

 

Background: APRO, Asia Pacific Regional Office for HelpAge International is located in Chiang Mai. The office supports the regional Network on Ageing in its work to build understanding and commitments to respond to the challenges and opportunities that rapid population ageing creates.

The regional office works to influence government policy development and implementation in relation to community based care, older peoples’ organisations, social pensions, disaster risk reduction, and the economics of ageing.

 

The regional office is also working with local partners and experts in Asia region to implement multi-country projects focusing on strengthening the ageing network, country based advocacy, community driven development and technical assistance on ageing related issues in the region.

 

Job purpose:

To increase the human resource capacity of the regional team to deliver the complex multi-country regional projects at high quality.

 

Job Activities: Provide assistance to the project officer of ADB- TA9111 project on Strengthening Developing Member Countries’ Capacity in Elderly Care on the following Responsibilities will be;

  • Contract Management: Keep filing of all supporting document for the consultant contracts (hard copies and soft files on public drive, and update the consultant logbook: Number of transfer and amount, working times, per diem reimbursed)
  • Disbursement and reimbursement of expenses from ADB: Work with finance officer and project officer to review all receipts of the project activities implemented by the consultants, Prepare detail expenditure report for all Activities: Capacity building workshop and collect all supporting document to reimburse the expenses from ADB, Prepare expenditure summary for air fare and collect all supporting document to reimburse from ADB

 

Extent of Authority

The part-time project finance and admin officer will report to the Regional Project Officer and Regional Finance Officer responsible for ADB funded projects.

 

Person Specification:

  • Demonstrated knowledge and understanding of donor regulations and compliance issues related to management of donor funds;
  • Flexibility and adaptability
  • High level of motivation and enthusiasm
  • Numeracy and ability to prepare and monitor budgets and accounts (E)
  • Ability to work independently, collaboratively or effectively as part of a team; (E)
  • Organised with demonstrated ability to work under pressure and meet deadlines (E)
  • Advanced IT skills, including experience of Word, Excel, Access, PowerPoint (other relevant software) (E)
  • Excellent communication and organization skills;

Knowledge (including Education and Qualification)

  • Demonstrable experience(s) in paperwork and administration
  • Fast learning, multi-tasking, problem-solving, service-minded
  • Ability to multi-task and cope with competing demands under tight deadlines
  • Excellent interpersonal and teamwork skills and ability to work with different groups
  • Fluent written and spoken English language
