About the program

ASEAN–Australia Counter-Trafficking (ASEAN-ACT) will continue Australia’s long-running collaboration with the Association of Southeast Asian Nations (ASEAN) to combat human trafficking in our region. The program will principally engage in the justice sector response to human trafficking. It will engage all 10 ASEAN Member States in some capacity and will establish national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand and Vietnam.

ASEAN-ACT is a core part of Australia’s contribution to assisting ASEAN and its member states justice sectors to successfully implement the ASEAN Convention Against Trafficking in Persons, especially Women and Children (ACTIP) and realise the rights of all victims of trafficking.

Role and responsibilities

Supporting ASEAN Member states to realise the rights of victims of trafficking is a core area of work for ASEAN-ACT. The Inclusion and Victims Rights Manager will lead the program’s work in this area and manage targeted activities.  The inclusion and victim rights manager will be responsible for implementing the findings of the Gender Equality, Disability and Social Inclusion (GEDSI) audit, ASEAN-ACT Equality and Inclusion Strategy and Action Plan and the Victims Rights Strategy.  The manager will implement ASEAN-ACT’s twin track approach by implementing some specific GEDSI and victim-centred activities while also supporting other program areas and partners to mainstream these approaches through their work. They may provide mentoring and training to enable a rights based approach across ASEAN-ACT and to promote inclusive activity design and monitoring and evaluation frameworks, and to ensure assessment, consultation and communication processes address the needs of women, men, girls and boys.

The inclusion and victim rights manager will work closely with senior ASEAN-ACT leaders and short term technical specialists in victims rights and gender to ensure a collaborative and cohesive approach in the development of the victim rights and equality and inclusion strategies. This approach will  ensure integration of gender-sensitive and rights based approaches in all justice sector capacity building initiatives and maximise alignment with international standards, technical and budgetary resources. This includes rights and conditions that relate specifically to children and ethnic minorities.

Specific duties

• Coordinate and provide championship on all GEDSI and victim support designs, methods, research, communications products and activities– either directly or via oversight of short-term technical specialists.
• Oversee the development and implementation of the ASEAN-ACT equality and inclusion strategy, action plan and Victims Rights Strategy in consultation with the ASEAN-ACT leadership team.
• Work with the program team to ensure a rights based approach to equality and inclusivity are mainstreamed in project planning at the regional and national level.
• Work with team members and partners to identify barriers to inclusion and design activities that address these barriers.
• Work with team members and partners to identify standalone projects with the specific objective of reducing inequality or discrimination relevant to TIP and the justice sector response.
• Ensure compliance with DFAT core policies, including but not limited to the Gender Equality and Women’s Empowerment Strategy, Development for All 2015-2020: Strategy for strengthening disability-inclusive development in Australia’s aid program and the DFAT Child Protection Policy 2018.
• Liaise closely with the MEL unit and provide support for integrating gender and inclusion into all M&E tools, including the use of sex-disaggregated statistical data.
• Monitor progress on realising the rights of victims of trafficking (women, men, girls and boys), both in mainstreamed and standalone programming for all program activities.
• Other duties as directed by the Team Leader.

Selection Criteria

Qualifications

• Demonstrated experience and skills in integrating gender, inclusion and human rights, in relation to trafficking in persons or similar programming.
• Proven ability to integrate gender and rights-based principles into programming with a wide range of stakeholders.
• Demonstrated capacity to understand, apply and provide advice to fellow team members on the application of contemporary inclusion and human rights principles in counter-trafficking.
• Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support.
• Experience working in trafficking, governance or justice sector, or experience working with a range of stakeholders including NGOs, Private Sector and government agencies.
