Introduction
The International Labour Organization (ILO) is the United Nations specialized agency devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. The organisation’s main objectives are to promote rights at work, encourage decent employment opportunities for all, enhance social protection and strengthen dialogue in handling work-related issues.
The ILO “Tripartite declaration of principles concerning multinational enterprises and social policy (MNE Declaration) is the ILO instrument adopted by Governments, and employers’ and workers’ organizations in 1977 and most recently revised in 2017 which provides guidance to multinationals and other enterprises on respecting workers’ rights and contributing more broadly to economic and social development; and to governments on creating an enabling environment to encourage all companies to do so. It forms the framework for ILO’s work on corporate social responsibility, containing principles derived mainly from international labour standards and incorporates the 1998 ILO Declaration on Fundamental Principles and Rights at Work, contributing to promoting decent work in global supply chains.
The "Responsible Supply Chains in Asia" (RSCA) project (RAS/16/13/EUR) is a three years project developed by the European Union together with the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD). Taking guidance from the ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (ILO MNE Declaration, 2017) and the OECD Guidelines for Multinational Enterprises (2011), the project will promote corporate social responsibility (CSR)/responsible business conduct (RBC) with regard to the environment, decent work and the respect of human rights. The overarching objective is to promote smart, sustainable and inclusive growth by ensuring that investors and businesses have a better understanding and practical examples of responsible behaviour. It is also to create policy environments conducive to promoting responsible conduct and increased opportunities for dialogue.
The project is present in six countries in the region: China, Japan, Myanmar, Philippines, Thailand and Vietnam, targeting specific economic sectors in each of the countries. It aims at contributing to an enhanced respect for labour standards and decent work by businesses engaged in supply chains in Asia, in line with international instruments on CSR, RBC and Business and HR.
Reporting lines:
The KM Officer will be based in the ILO’s Regional Office for Asia and the Pacific (ROAP) in Bangkok, and will report to the Programme Manager of the RSCA project. The Officer will also liaise with National Project Coordinators (NPCs), relevant units at the ILO’s headquarters and with relevant specialist in the ILO DWT for East and South-East Asia and the Pacific. The KM officer will work in collaboration with the partners of the project, the European Unions and the OECD, as well as with relevant agencies of the United Nations (UN) System.
Description of duties:
The KM Officer will be directly involved in the planning, implementing, monitoring and reporting on the activities of the project. She/He will be directly involved in activities related to policy, advocacy, outreach and follow-up to networks established in the context of the project. Starting salary: Baht1,412,438.- per annum
