Water Safety Project Assistant

TEAM/PROGRAMME: Child Safety          

LOCATION: Bangkok

CONTRACT LENGTH: 1 year contract with possibility to extend

ROLE PURPOSE:

The Water Safety Project Assistant will be responsible for supporting the project implementation, research, monitoring and evaluation in the field. The Water Safety Project Assistant will coordinate project activities with project stakeholders and beneficiaries, and closely support the water safety awareness campaign. The Water Safety Project Assistant will also be responsible for data collection and consolidating data for learning and reporting purposes, and for administrative and finance support to the project coordinator and partners.

SCOPE OF ROLE:

Drowning is the most common cause of death among children in Thailand. According to Thailand’s Department of Disease Control, 1,243 children under 15 die from drowning each year.  Water is an essential feature of Thailand’s geography and climate, and these water sources are responsible for drowning deaths, particularly children. Open waters, rivers, implementing ponds, ditches, and quarries are in abundance in both rural and urban areas and fill with water during the rainy season. Closed vessels such as large buckets and troughs are used for water storage, cooking, and feeding livestock. Additionally, Thailand is prone to natural disasters including floods, tropical storms, typhoons, and tsunamis.

While drowning is pervasive across Thailand, children are at a heightened risk of drowning in rural areas, especially around natural water sources. Further compounding the problem is that two out of every three children under the age of 15 (approximately 11 million children) do not know how to swim. In addition, parents, caregivers, and communities are unaware of the high rate of child drowning and have limited, if any knowledge of drowning prevention.

Since 2016, Save the Children Thailand has been implementing the water safety and survival swimming project in Bangkok, Phang Nga and the 3 Deep South Provinces. Working with schools and local communities, as well as with the Ministry of Education (MoE), Ministry of Public Health (MoPH) and the Bangkok Metropolitan Administration (BMA), the program has successfully pioneered a child-friendly approach to voice the children’s need in learning the water safety and survival swimming.

Reports to: Senior Water Safety Project Officer 

Dimensions: The Water Safety Project Assistant will assist the Senior Water Safety Project Officer and the project team to implement the water safety project in Bangkok, ensure engagement with all project components’ stakeholders, timely execution of activities, and proper documentation and reporting.

Budget Responsibility: Supports budget planning and monitoring

KEY AREAS OF ACCOUNTABILITY:

  1. Programme Delivery
  • Provide project support to the Senior Water Safety Project Officer in direct implementation of the Drowning Prevention Education for Children in Thailand Project; ensuring delivery of the whole water safety programme activities, events, workshops and advocacies.
  • Assist the team to engage with Bangkok Metropolitan Administration (BMA), Office of Basic Education Commission (OBEC), Office of Privet Education Commission (OPEC), Ministry of Public Health (MoPH), Thai Life Saving Society, new school administrations, Communities, Press and other Water Safety workgroups to organize education programs. Including, provide assistance to conduct training of trainers (TOT) for key teachers, students, and community.
  • Provide project support to the Senior Water Safety Project Officer and the team in collaboration with Communications & Media Coordinator, the Advocacy & Representative Coordinator, including MEAL Coordinator to work with the Project’s Media Suppliers/Consultants in implementing the advocacy campaign.
  • Assist the Senior Water Safety Project Officer and team to leads in engaging teachers, students, community, providing trainings and events, creating a database to track beneficiary’s information.
  • Liaises with the Water Safety Project workgroup to address project’s advocacy needs, and ensure positive outcomes for children.
  • Maintain regularly contacts with stakeholders and beneficiaries
  1. Project Management and Administration
  • Record management of all information related to project for documentation, clarification and presentation to management,
  • Assist the Senior Water Safety Project Officer and team to ensure the timely, efficient and effective delivery of a high quality of the road safety project: primary staff who design and prepare the project’s detail implementation plan (DIP), work breakdown structure (WBS), Issue Log
  • Provide the information to the Senior Water Safety Project Officer and team for design project activities and develop a clear and detailed implementation plans; and monitors activities against this plan to ensure timely and quality implementation.
  • Actively participate in the Water Safety Project brainstorming design sessions and meetings, providing inputs based on current implementation.
  • Participate in advocacy, networking, meetings, workshops, and conferences as needed.
  • Provides ideas, feedback and updates to the Senior Water Safety Project Officer on project progress.
  • Provide program assistance to the team in coordinate and communicate with partners and stakeholders on the water safety project’s goal and activity.
  • Assist the Senior Water Safety Project Officer to arrange the project administration tasks: drafting correspondence, project stock update and donor report information
  1. Monitoring, Evaluation, Accountability, and Learning (MEAL)
  • Assist the team for the information collecting and recording (Beneficiaries trackers)
  • Prepare project’s data for writing project reports.

 Humanitarian objective:

  • Be Emergency Response Team (ERT)
  • As assigned, assists the Child Health & Safety Programme Coordinator in each emergency response

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Thai nationality
  • University degree in MBA, DRR, public health, nurse, social work, social sciences or other relevant field
  • Minimum 2-3 years of experience working on development projects and / or awareness campaign management
  • Good communication skills: ability to speak, read and write in Thai and English as working languages
  • Clear desire to work with people to help solving their problems
  • Demonstrated administration skills

 Desirable:

  • Experience or familiarity with water safety / child safety
  • Background in Emergency programming is an asset.
  • Experience working in education programs is an asset.
  • Experience working in an international development organization is an asset.
