Consultant Achieve curriculum development (P2P and Life Skills)
Background
The Save the Children strategy for Adolescent Skills for Successful Transitions aims to ensure that: young women and young men successfully transition to decent livelihoods and work, breaking the intergenerational cycle of poverty and therefore reducing survival, learning, and protection deprivations for themselves and their families. Additionally, the Thailand office aims to contribute toward ensuring that the most vulnerable adolescents have access to the knowledge and skills needed to transition into adulthood as a strategic priority from 2019 to 2021. Save the Children and ACTED are implementing the USAID Achieve project which will focus on supporting the most vulnerable adolescents in the southern border provinces of Thailand.
USAID Achieve will build local vocational training providers’ capacities to support vulnerable youth in Thailand’s Deep South increasing their skills, knowledge and experience necessary for improved economic opportunity. By integrating a people-to-people peacebuilding approach at all levels of project management and activities, USAID Achieve will foster mutual understanding, trust and concrete cooperation between youth and between key people and government. Youth participating in the project will strengthen the skills, knowledge, attitudes, and behaviors needed to foster agency and resilience in the transition to decent work and adulthood.
The USAID Achieve curriculum will include an overarching curriculum framework, guide for vocational trainers to deliver individual lessons, and the facilitators guide and relevant materials to deliver the training of trainers (TOT). The curricula will integrate People to People (P2P) peacebuilding, Social Emotional Learning opportunities, and conflict sensitive Life Skills training. The consultancy will be divided into the inception period, curriculum development for vocational trainers, and preparations for the TOT.

Objectives and Deliverables
The consultant will deliver on the following objectives:
Phase (1) Inception: Curriculum Framework
Phase (2) Curriculum Development: Vocational Trainers Guide
Phase (3) Training of Trainers: SEL, Life Skills, and P2P
Objectives: To draft the curriculum framework
Key Actions: Desk review (Child Wellbeing position paper, ASST position paper, EASEL lab, Transferable Life Skills, P2P guide, etc.) and draft of the curriculum framework
Deliverables: Curriculum framework
Objectives: To engage in a participatory process to review the curriculum framework
Key Actions: Present the draft curriculum framework, engage in dialogue with partners and stakeholders.
Deliverables: Presentation of the curriculum framework
Objectives: Finalize the curriculum framework
Key Actions: Revisions to the initial draft made based on feedback received
Deliverables: Final version of the curriculum framework
Objectives: The daily lesson plan meets the needs of vocational trainers in the Deep South
Key Actions: The consultant will prepare an initial batch of lesson plans for feedback from partners and VT trainers
Deliverables: Three (3) sample daily lesson plans
Objectives: The curriculum, pedagogy, and materials of the Achieve curriculum are suitable and relevant
Key Actions: Draft the vocational trainers guide including daily lesson plans aligned with the available time table, curriculum framework, and including participatory and experiential learning.
Deliverables: Draft Vocational Trainers Guide
Objectives: The vocational trainers guide meets the needs of vocational trainers in the Deep South
Key Actions: The consultant shares the draft vocational trainers guide for feedback and is open to discussion to further improve it.
Deliverables: Final Vocational Trainers Guide
Objectives: Design P2P ToT curriculum and Life Skills Module
Key Actions: Prepare facilitation materials and design of the Training of Trainers (TOT) include pre/post-test of key content and opportunities to demonstrate lessons
Deliverables: Draft of the TOT materials covering SEL, P2P, and Life Skills
Objectives: Finalization of TOT Modules
Key Actions: Participatory process by consulting with SC and project steering group on finalization of curriculums
Deliverables: Final version of the TOT materials (Thai and English version)
Objectives: The vocational trainers participate in a high quality TOT
Key Actions: Provide training to 15 Vocational Trainers according to the prepared TOT modules
Deliverables: Report of the TOT (1 to 2 pages)
Objectives: Reflection on Achieve curriculum development and roll out of the TOT
Key Actions: Power point presentation; key success, lesson learned and recommendation shared with SC, partners and Project steering group
Deliverables: Power point slides
Objectives: Finalization of TOT materials
Key Actions: Revisions module based on feedback received from SC and Steering Committee group, discussion of findings and recommendations
Deliverables: Final report
Management
The consultant will report to the USAID Achieve Project Coordinator and liaise closely with the Education Manager and USAID.
Time frame
10 June to 30 September 2019
Budget
The applicant is requested to submit the proposal, work plan, and detailed budget (including number of days required and estimated cost per day) with their application. The financial competitiveness of application will be considered in the selection process. All costs associated with delivery must be included, SCI will not pay for travel, per diem, translation, supplies, or any additional staff support time needed.
