Vacancy announcement: Technical Assistant of The Partnership Project for Global Health and Universal Health Coverage (GLO+UHC) (1 position)

1. Background: Thailand’s Ministry of Public Health and National Health Security Office (NHSO) and the Japan International Cooperation Agency (JICA) have launched “the Partnership Project for Global Health and Universal Health Coverage” in January 2016 (called GLO+UHC Project hereinafter). The GLO+UHC Project aims to promote and support global health and universal health coverage in ASEAN countries and beyond. The Government of Thailand and the Government of Japan thus started this partnership cooperation with the aim of a) improving Thailand’s UHC operation; b) providing technical support to other developing countries towards achieving UHC; and c) promoting UHC at the global level where skills in global health diplomacy is strengthened. The GLO+UHC Project symbolizes a new level of south-south collaboration and networking that is striving towards ultimately strengthening UHC implementation around the globe. o Description of position: GLO+UHC Technical Assistant is assisting the project to achieve the overall goal. She/he will be primarily supervised by the JICA experts of this project.
Under the overall direction of Chief Advisor of the project, the Technical Assistant will: o Oversee work pertaining to substantive and programmatic side of the project, including supporting Working Teams in developing and executing concepts, action plans, events and visits in careful coordination with all concerned stakeholders o Develop and disseminate meeting documents including technical meeting minutes with Working Teams under the project and Joint Programme Management Team meeting minutes in English o Provide proactive and opportunistic support for Thai project partners and Japanese experts for smooth cooperation between two parties o Develop and maintain knowledge sharing website to be organized on NHSO website to store all materials as results of the project activities, in close coordination with people in charge of NHSO, MoPH and IHPP o Be a key contributor to develop concept notes of upcoming PMAC 2020 and coordinate with all stakeholders for successful implementation of all relevant activities o Translate documents between Thai and English as needed o Summarized Thai technical document in English as needed o Search and analyze researches, policy papers, and other publications, develop documents from them and share with other stakeholders as needed o Assist the project members and counterparts of NHSO, MOPH and IHPP upon request to achieve objectives of the Project including logistic and administrative support
Expected Qualifications: o Graduate degree (Master or beyond) in public health, healthcare, public affairs, diplomacy, international cooperation/development, or related areas. o At least two years of working experience at government/public sector or international agency/organization
Skills and Competencies: o Oral and written proficiency in English and Thai, plus preferably Japanese o Computer literacy (office skill to use Microsoft Word, Excel, PowerPoint) o Effective interpersonal communication o Problem solving o Planning, coordination and convening events o Working in a team as a part of an organization
REMARK: We will be unable to provide visa and work permit to a non-Thai national.

A probationary period of three months applies.
The first day of work can be discussed.
Monthly salary approximately 30,000-40,000THB/month, depending on his/her qualification and performance
