Terms of Reference for Consultant on Mapping of Districts of Young Health Programme in Bangkok and Samut Prakarn

 

  • I. Introduction

The Young Health Programme (YHP) is a global initiative that supports and promotes the health and well-being of young people (aged 10 – 24) in marginalize communities worldwide through research, advocacy and on-the-ground programmes focused on the intervention of non-communicable diseases (NCDs).  Since 2010, Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam and Myanmar. 

 

The Young Health Programme (YHP) focuses on the five main risk factors leading to NCDs as identified by the World Health Organization (WHO); tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution.  In addressing the health needs of young people, the YHP takes a holistic approach which mainstreams gender equality, and also addresses sexual and reproductive health and rights (SRHR) and mental health.  The programme will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.

 

Plan International has expanded this programme into the city of Bangkok and Samut Prakarn, Thailand, where NCDs pose a significant health threat.  The programme aims to prevent and reduce the risk factors which can lead to NCDs, as well as supporting the broader health and rights of the young people.  The proposed programme will learn from and build on Plan International’s experience of implementing the YHP for the past ten years, as well as experience implementing a broad range of global health programme.

 

 

  • II. Background

 

The programme will focus on health promotion to address the impact of NCDs in Thailand by preventing and reducing NCD risk factors among young people aged 10 – 24 years in selected districts of Bangkok and Samut Prakarn.  The programme will follow the WHO 5x5 model, which draws a link between five main risk factors (tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity, and air pollution) and the five main NCDs (cardiovascular disease, diabetes cancer, chronic respiratory diseases and mental health).  The YHP focuses on the risk factor among young people with the aim to prevent NCDs. 

 

Plan International takes a holistic approach to addressing NCD prevention and promoting long-term health for young people; an approach which mainstreams gender equality, and also addresses sexual and reproductive health and rights and mental health. The significant cross-over and influence of these areas of NCD risk factors, and since these areas are fundamental barriers to young people leading healthy lives, underscores the need to focus on underlying social factors for promoting health and well-being among young people in disadvantage urban environments.

 

  • III. Objective of the TOR

 

The Young Health Programme is looking for Consultant(s) to conduct community mapping exercise in the selected areas of

  • five (5) districts of Bangkok including Bangkhen, Chatuchak, Laksi, Klongtoey and Wattana; and
  • three (3) disricts of Samut Prakarn including Muang, Prapradaeng and Pra Samut Chedi.

 

The methods of mapping include

  1. Key Informant Interview (KII) e.g. school headmasters, head of health service center, local authority
  2. Focus group discussion (FGD) with young people age 10 – 24 years, classified by level of education e.g. primary school, secondary school, vocational school, and university.

 

Scope of this mapping exercise includes

  1. Selected government primary and lower secondary schools in each district listed in Section V
  2. Selected government higher secondary education schools in each district listed in Section V
  3. Selected government vocational education schools in Samutprakarn Province as listed in Section V
  4. Universities as listed in Section V

 

Target group of this exercise include

  1. Young people aged 10 – 24 years who are students in three groups
    1. Students in government primary and lower secondary education school
    2. Students in government lower and higher secondary education school
    3. Students in governmental vocational education school
    4. University students
  2. Local authorities in selected provinces include school headmasters, teachers, head of health service center, health services personnel

Plan International will provide

  1. List of areas for mapping study
  2. Interview questionnaires/guidelines will be provided by Plan International
  3. A brief training on how to use these questionnaires and guideline

 

 

 

 

 

 

 

  1. Tasks

 

Under this assignment, there are three sets of districts, namely:

 

Set A: Districts in the North Bangkok

Bang Khen, Chatuchak and Laksi

Set B: Districts in the Central and Southeast Bangkok

Wattana and Klongtoey

Set C: Districts in Samut Prakarn Province 

Muang Samutprakarn, Prapadaeng, and Prasamut Chedi.

 

 

The Consultant(s) can do either all districts or one or two sets of districts as specified in Section V and above. 

 

The consultant(s) will conduct

  1. Mapping of districts in the selected areas of Bangkok and Samut Prakarn as specified in Section III. Objective of the TOR to
  1. Identify the geographic and demographic of areas
  2. Identify the various type of community assets (schools, universities, recreation centers, NGOs/CBOs)
  3. Identify the health facilities (public, private)
  4. Identify the specific locations in targeted YHP areas for implementations
  1. Focus group discussion (FGD) with students aged 10 – 24, as defined in Section V. Deliverable/Output
  2. Key Informant Interview (KII) as defined in Section III. Objective of the TORs

  1. Qualifications

 

  1. The consultant(s) must have proven experience in community mapping exercise in urban area
  2. Proven experience in data collection methods including Key Informant Interview (KII) and Focus Group Discussion (FGD)
  3. Knowledge on the local environment and community dynamics
  4. Have working experience with in-school students, aged 10 – 24 years is desirable
  5. Have working experience on Non-communicable diseases is desirable
  6. Proficient in Thai both communication and presentation skills
