General Background

The Thailand operation along the border with Myanmar has reached a critical juncture wherein the realization of durable solutions for some 95,681 refugees has shifted beyond resettlement towards voluntary repatriation and other possible options. Field Offices are engaged in a range of activities that prepare refugees for repatriation including facilitating the movement of those that already decided to return (prior to UNHCR promoting voluntary repatriation). UNHCR efforts are being strengthened to explore different solution options and that refugees are able to freely avail themselves to solutions of their choice.

At the same time, UNHCR's core protection activities in the camps continue in parallel to these efforts. Protection priorities include enhancing child protection, ensuring access to justice, preventing and addressing SGBV, and providing additional care and attention to the most vulnerable individuals within the refugee community.

The Field Associate (Protection) acts as a focal point for SGBV and closely works with the camp-based SGBV Committees and CBOs engaging in SGBV prevention and response activities, NGOs and local authorities.  She/he has responsibility for protection delivery at the field level, in accordance with the protection strategy, while ensuring application of protection standards, operational procedures and practices.

Scope of Assignment

• Understand the perspectives, capacities, needs and resources of the persons of concern and advise the Protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
• Support implementing and operational partners to develop refugee community-owned activities to address protection concerns arising in the camps, including child protection and SGBV.
• Perform as UNHCR Mae Sot focal point on SGBV and ensure that reported SGBV cases receive timely and appropriate interventions in coordinate with the partners and local authorities.
• Provide technical guidance and support the capacity building activities, including the development of training materials, for NGOs and CBOs engaging in SGBV prevention and response.
• Prepare statistical reports on SGBV incidents to ensure accurate information is available.
• Assist in ensuring compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
• Collect data related to the area of responsibilities for monitoring of programmes from an AGD perspective.
• Draft routine correspondence, documents, meeting minutes and reports.
• Undertake regular field trips to strengthen relationships with persons of concern and the network of partners.
• Perform other relevant duties as required.

Monitoring and Progress Controls

• Efficiency in providing information and counseling to persons with specific needs and keeping the data up to date.
• Enhanced case management and provion of services for SGBV survivors by partners as a result of capacity building activities 
• Efficiency in follow-up and referring cases to other units within UNHCR and external partners.
• Effective monitoring of the protection situation of persons of concern to UNHCR, including through home visits.
• Effective strengthening and supporting the refugee community in their broader protection needs.

Qualifications and Experiences

• Completion of secondary education is the minimum requirement.  University courses or degree in a related field will be an added advantage. 
• Minimum two years experiences with refugees, SGBV and/or in related field.
• Thai national or non-Thai national with the right to work in Thailand
• Knowledge of computer and use of various computer software packages, i.e. MS Word, Excel, Access.
• Knowledge of ProGres and completion of UNHCR specific learning/training activities would be advantage. 
• Good knowledge of written and spoken English and Thai.
• Knowledge of Karen and Burmese is an asset.
