Senior Program Officer
Responsibility
Overall Program development for PQD and organization development for PR and SR funded by Global Fund and other donors
- Develop PQD capacity building plan to strengthen PQD in aligning with Raks Thai strategy, centre of excellent.
- Plan, conduct and monitor PR and SR capacity building. Planning guidelines and training plan is provided to PR and SR.
- Provide technical support and capacity building to Sub-Recipients Organizations- GO and NGO and partners. Trainings and workshops are provided to staff and implementing partners.
- Develop platform for CSO accreditation, its mechanism, and engaging relevant stakeholders for accredited.
- Develop communication strategy, platform and plan for STAR communication.
- Set up single platform with IT Team to integrate all applications developed and used by Raks Thai, as well as collect behavioural data of target population with an analytic function to prepare data for an improvement of program implementation.
- Prepare Report submit to supervisor or donors.
- Collaborate with M&E staff to set up quality program monitoring to align Raks Thai program/project with organization strategy.
- Project Budget Control for Capacity development at PR and SRs, align with Global Fund Manual.
- Collaborate with Finance department to analyse project implementation result with budget spending to determine project budget efficiency.
- Liaise with SE and external consultant for knowledge sharing.
- Be in a team to conduct Routine Data Quality Assurance (RDQA) at SRs.
- Qualitative monitoring to identify implementation risk and prepare its response at PR and SRs.
Policy advocacy
- Involve in design, plan and monitor for STAR policy advocacy and its communication strategy.
- Data management and analyse for policy campaign and dialogue.
- Involve with policy officer/ team at Raks Thai Foundation and other Institution or Consultant to conduct standard for organization development
- Collect and combine National Policy Implementation related to CSOs and its result at the project field level, prepare a report and make recommendation to the National level
- Organize national event and campaign to raise public awareness on CSO accreditation.
- Work with relevant program staffs to monitor related policy progress.
Qualifications:
- Graduate degree in political science, business management, economics or related areas.
- Minimum of three to five year working experiences in project design, monitoring and evaluation, and budgeting.
- Oral and written proficiency in English and Thai, and computer literacy (especially in MS Word, Excel, PowerPoint).
- Excellent interpersonal, verbal and effective communication skills combined with problem solving skills.
- Demonstrated strengths in planning and organizational skills with the ability to think and act strategically in the design and execution of programs, and conceptualize complex issues, and strong leadership skills.
- Ability to work and travel independently.
- Wide interest in social issues especially of disadvantaged groups and human rights.
