KEY ACCOUNTABILITIES/RESPONSIBILITIES:

Reporting to the Sr. Programme Adviser (VAM)/VAM team leader, and under the overall guidance of the Head of Programme and Policy, the Programme Policy Officer will:

• Analyze geographic, regional or country-focused patterns of food insecurity and vulnerability by integrating primary food security, market and livelihoods data, including in urban areas, to identify risk trends and vulnerabilities.
• Support the development, design and coordination of a qualitative and quantitative research agenda to refine the understanding of vulnerability, severity and risk to climate change, natural hazards and conflicts in selected countries in the region, including vulnerability indicators, thresholds and triggers.
• Support strengthening of WFP’s knowledge base and understanding of food security and vulnerability issues at country level supporting anticipatory action and contributing to a better preparedness and response capacity to protect the lives and livelihoods of vulnerable communities that are at risk.
• Support the development of systems and tools at country level for the assessment and monitoring of vulnerability and severity in line with innovative methodologies and best practice.

• Support the preparation and analysis of any remote sensing climate data for regional briefs, seasonal outlooks, updates and climate impact analyses.
• Contribute to the maintenance and expansion of the regional PRISM platform for real-time monitoring of food security and disaster impact for the Asia Pacific region; support to countries in integrating vulnerability indicators, thresholds and triggers into PRISM platform at country level; support vulnerability analysis and the development of standard analytical products; conduct relevant analyses and assist developing the system further for different disaster impact scenarios.

• Support and participate in in-country food security and vulnerability assessments, climate and food security analysis, market functionality assessments and other types of joint assessments in the region; support analysis and report writing.
• Liaise and maintain strategic partnerships with regional and global partners, including FAO, UNICEF, OCHA, RIMES, PDC, etc.
• Support country offices on any assessment and/or analysis needs.

• Be ready to deploy to support any emergency operations or TDY for assessments, vulnerability analysis and mapping.
• Others as required.

Education:

• Minimum a Bachelor’s degree and/or preferably an advanced degree (Master’s or above) in Environment/Environmental management, Food Security, Natural resource management, Development studies, Geography or other related field, with specialization or additional years of related work experience in food security, environment or development work.

Work Experience:

• The position requires experience related to quantitative and qualitative assessment and analysis, research studies, preferably on topics related to climate, urban, market, food security issues for the minimum of 5 years for candidates with a Bachelor’s degree, and 3 years for those with an advanced degree (Master’s degree or above).
• Demonstrated proficiency in the use of several statistical tools and analytical methods.
• Good experience in study and research design, analytical tools and approaches. 

Preferred Technical Skills and Knowledge:

• Good understanding of issues linked to food security, including in urban areas, risk management and climate change, development issues;
• Good knowledge management skills;
• Ability to write and communicate to different audiences; and
• Experience with desktop publishing.
• Ability to draft professional reports and guidance without the need for additional editing before publishing.

Language: Proficiency (Level C) of English both written and oral.
