Call for Expressions of Interest for Regional Consultant to lead a team of national consultants to analyse gender-related barriers to HIV prevention and treatment for 7 countries in the Asia region
Background
AFAO is the Principal Recipient of the Sustainability of HIV Services for Key Populations in Asia Program (SKPA Program). The program is a multi-country grant funded by The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) covering eight (8) countries: Papua New Guinea (PNG), Timor-Leste, Malaysia, Philippines, Laos, Mongolia, Bhutan and Sri Lanka. It aims to promote sustainable services for key populations (KPs) at higher risk of HIV exposure including sex workers, men who have sex with men, transgender people and people who use drugs, in the region.
Scope of Work and Tasks
AFAO is seeking a Regional Consultant to lead a team of national consultants to analyse gender-related barriers to HIV prevention and treatment that are tailored to the needs of KPs for each of the SKPA countries; and develop costed country implementation plans with strategies and actions for addressing these, including in relation to advocacy for resource mobilization. SKPA will contribute some funds for the implementation of these plans.
The Regional Consultant will have the following roles and responsibilities:
· Conduct an initial high level desk review of published reports on gender amongst KPs for seven (7) countries, develop a gender assessment framework and tools for SKPA that focuses on gender-related barriers amongst KP for each country including the specific needs of transgender populations, female drug users and male and transgender sex workers
· Assist in the coordination of input from key partners including UNAIDS, other relevant UN agencies, USAID and regional KP networks
· Participate in the selection process of National Consultants (7). This might include revising country TORs to conform with specific needs of some countries after the desk review
· Together with the National Consultants:
o If necessary, undertake further desk review of unpublished but relevant policies, data or reports, plans and other information that are available in each country
o Prepare for country assessments, modify/revise assessment tools, etc.
o Conduct country assessments/data gathering
o Analyse data/information gathered, draft a 3-5 costed implementation plan, advocacy plan, and preliminary report per country
o Debrief country stakeholders of preliminary results, recommendations and plans
o Draft the final country report, and revise plans based on inputs from key stakeholders in country
· Supervise National Consultants. This includes but is not limited to ensuring timely submission of quality deliverables; co-facilitating in-country consultations and data gathering, if needed; and providing technical guidance
· Collate and consolidate country reports and present preliminary findings and country outputs to AFAO and regional stakeholders
· Based on inputs from regional partners and AFAO, revise/finalise and submit report
Duration of consultancy 65 working days commencing from contract signing date
The Regional Consultant will be hired for 65 working days prorated from the contract signing date
Qualifications:
Essential
· Proven knowledge and experience in HIV, sexual and reproductive health and rights
and gender vis-à-vis key populations
· Proven knowledge and experience in research and analysis, including in analysing and synthesizing quantitative data
· Knowledge and experience in HIV-related monitoring
· Proven experience in writing and editing reports, with a strong track record of producing similar publications for dissemination
· Experience in and commitment to working in gender, sexual and reproductive health
· Substantial knowledge on gender budgeting
· A good understanding of the primary audience of the advocacy report, (mostly country program decision makers) resulting from the gender assessment
· Excellent writing, research and analytical skills
· Experience in preparing and presenting clear and concise oral and written communication
· The ability to analyse data, summarize information and innovatively depict information, such as through infographics
Desirable
· Experience in conducting gender assessment
· Experience in leading a team of consultants working remotely
Experienced in dealing with various sectors such as government, civil society, etc.
