Program - USAID Wildlife Asia

USAID Wildlife Asia seeks to significantly reduce wildlife crime in Southeast Asia and China by employing a comprehensive regional cooperation approach. Specifically, Wildlife Asia will (i) Reduce consumer demand for wildlife and wildlife products in target areas; (ii) Strengthen regional law enforcement capacity and coordination; (iii) Increase commitment to addressing counter wildlife trafficking (CWT); and, (iv) Support the USAID Regional Development Mission for Asia’s (RDMA’s) coordination of regional CWT stakeholders and efforts to strengthen the US Government (USG) interagency CWT initiatives.

USAID Wildlife Asia is based in Bangkok, Thailand and the geographic scope includes all ASEAN countries, with a focus on the Lower Mekong (Thailand, Laos, Vietnam, and Cambodia) and China. The species of primary interest are elephants (ivory), pangolins, rhinos (rhino horn), and Asian big cats. This activity is the first Task Order under the USAID/Asia Counter Wildlife Trafficking (CWT) Indefinite Delivery, Indefinite Quantity (IDIQ) contract, and has an estimated value of $24 million for five years. The project is concluding its third year of implementation

Consultancy Summary

RTI International’s International Development Group seeks an experienced development professional with experience supporting regional USAID RDMA projects to work as a consultant in the areas of Monitoring, Evaluation and Learning; Project Reporting; and Communications and Outreach. The consultant will work part time and provide as-needed backstopping support to the MEL Specialist, Communications Specialist, and Senior Program Coordination Specialist. The candidate will report directly to the Chief of Party in providing as needed support and in coordinating with the respective MEL Specialist, Communications Outreach Specialist and Program Coordination Specialist. The planned period of performance is September 1, 2019 through February 28, 2020 with a level of effort ceiling of 30 days.

 

Program Support Tasks and Responsibilities

  • Support project planning and reporting requirements including assistance drafting and editing quarterly, annual, activity, assessment and other reports as needed, as well as work plans, activity concept notes, and other project documents.
  • Support project information and knowledge management tasks as requested
  • Support monitoring and evaluation tasks as needed, including preparation of PPRs, review and management of indicator targets, review and management of source documentation and verification procedures.
  • Support systematic documentation of lessons learned to address learning questions.
  • Support development of learning products based on M&E findings and lessons learned from the learning questions, potentially including articles, blogs, infographics, presentations, and change stories.
  • Support project communications and outreach efforts, including drafting and/or editing talking points, scene setters, press releases, website and other stories,
  • Perform other tasks as may be requested.

 

Minimum Qualifications


Education and Experience:

  • Master’s degree in environment, biodiversity or conservation fields.
  • Minimum 10 years’ experience in donor-funded contracts and project management, with environmental experience and assuming progressively greater responsibilities, required.
  • Minimum 5 years’ experience supporting USAID regional projects in the areas of monitoring, evaluation and learning; communications and outreach and project reporting.
  • Experience working with Southeast Asian countries, ideally supporting USAID RDMA programs.
  • Proficient in Thai.

 

Knowledge, Skills and Abilities:

  • Ability to work effectively in a multi-cultural, multi-disciplinary team.
  • Fluent and superior English written and verbal communication skills, including expertise writing and editing reports and communications products for a USAID audience.
  • Strong Thai verbal communication skills.
  • Able to work effectively with the Microsoft office suite (Word, Excel, and PowerPoint) and Adobe required.
