Consultant for review and update Financial Policy and Procedure Manual

ActionAid Thailand is seeking for consultant to review and update ActionAid Thailand Financial Policy and Procedure Manual with a period of two months (Sep - Oct). 

 

Purpose of the Assignment:

The purpose of this assignment is to review financial system of ActionAid Thailand along with statutory compliances and to recommend a standard financial system in compliance with the ActionAid International Financial Management Framework and Thai Government law and regulations. The consultant will have to update ActionAid Thailand’s existing financial Policy and procedure manual in accordance with required changes.

 

Major Responsibilities:

  • Review existing AA Thailand policies, procedures, systems and practices and find out the gap and inconsistencies with relates to financial management and regulation and to update the FPPM based on the recommendations., 
  • Review AAI Federation policies and find out the gaps, inconsistencies to be aligned to FMF, updating and ensuring compliance to local and statutory laws.
  • Check if any inconsistency with Thai government law and policies on financial management and suggesting any updates to ensure better controls, mechanism, processes.
  • Design and organize consultation with AAT Staff, Partners and Board for to collect feedback and update information in the policy and manual.
  • Incorporating feedback from SMT and respective staff from AAI Federation.
  • Detail out ToR and methodologies for financial policy and Procedure manual review

 

Deliverable Output:

  • Report on system review along with recommendations for improvement.
  • Update the Financial Policy & Procedures Manual (FPPM) of ActionAid Thailand based on the review recommendations.

 

Main areas to concentrate on are the following

  • Quick review of statutory compliances in ActionAid Thailand & ActionAid International Financial Policies and Thai Government Rules & Regulations.
  • Internal control mechanisms to prevent frauds & errors etc
  • Financial tools, including MIS, appropriate for the managerial decision-making
  • Robustness of systems/procedures used for procurements, payments, etc.
  • Procurement management policies and practices: Procurement committee roles and responsibility, tendering, quotations, preferred suppliers, payment modalities
  • Cash handling procedures
  • Bank, Cheque transfer practice / procedures
  • Petty cash management
  • Bank reconciliation
  • Invoices system
  • Inventory list and fixed asset management system and procedure
  • Financial controls – level, nature and practice around them
  • Risks mitigation and prevention measures to reduce scope of loss, fraud, etc.
  • Signing authorities and procedure
  • Authorisation policy and procedure
  • Audit management

 

Qualification & Experience

  • Sound Knowledge of the financial management system in INGOS and specific standards in accountability and reporting.
  • Ability to work in a multicultural context/environment, engage in social justice
  • Experience of working in an international environment, particularly in supporting finance across a region and in working globally, across regions.
  • Commendable experience of financial policy and system review, particularly in relation to Finance transformation and supporting a continuous improvement framework.
  • Good understanding of Thai laws and regulation in relation financial management would an asset.
  • Bachelor’s degree in relevant field (finance, accounting etc)
  • Professional Accounting or Financial Management Qualification.
  • Able to demonstrate excellent communication skills. Fluent spoken and written in Thai and English would an advantage.
