Background
IDDS has an opportunity to support Thailand’s role as a regional leader aligned with GHSA priorities and selected GHSA action packages. IDDS has identified activities that will strengthen Thailand’s ability to serve as a regional leader and resource to strengthen the capacities of other countries in the region to detect priority pathogens. The activities have also been structured to promote sharing of both experiences and information to better respond to the threat of priority pathogens and antimicrobial resistance (AMR). Key activity of this project is to establish the Regional Public Health Laboratories Partnership and Network for the National Reference Public Health Laboratories. Once the network is established, key important part is communication, and website is the effective way to engage people and fast track communication.
Rationale for the network website
The Internet is increasingly becoming the first and the fastest point of reference on information for stakeholders of the network, including implementing partners, government officials, civil society representatives and donors. More so, key stakeholders abroad who wish to know more about the network, expect to obtain key relevant information through an Internet search. The website can accommodate evolving needs in terms of design, content management insufficiently.
Objectives of the network website
The new network website developed as a communication tool to facilitate coordination and communication among network members, to share resources, knowledge, experience and lesson learned, and to provide resources for capacity building such as e-learning and examination tools, etc.
Specific Tasks and basic content of the website;
Web developer should develop and present following contents, this content can be adjusted based on DMSc requirements;
- Develop for two-languages; Thai-English;
- Design and build the website as per the requirements and in line with the USAID branding. The website developer will be supervised by the network coordinator and Department of Medical Science (DMSc), who will provide the content and photographs and guidance on the desired design and structure.
- We envisage 7 pages with drop down menus providing more detailed information (if applicable). The pages are;
- Home page; News, Article, other links (such as ASEAN, SAARC, MOPH,) The front page should contain selected pictures, news, reference to the network social media, coming event (meeting, training, etc.) and search within website;
- Download and upload document page (only membership access): for uploading key documents such as the annual report and it should feature the network Coordinator.
- National laboratory Focal Points page; see example of content in annex 1
- Reference testing inventory; see example of content in annex 2. There are two layer-access, for network member only and public.
- Gallery page;
- About us page; details of country members, mission and vision
- Contact us/ feedback
- The website address and domain hosting will be agreed and confirmed with DMSc after contract signed.
- Coordinate with DMSc information Technology unit through the network coordinator for more information.

Deliverables;
- The website is developed, functioning and running online without any flaws within 1-2 months after receiving package of information and document from DMSc.
- The website is designed and programmed in a way that enables DMSc website technical person to manage its content. This includes handover from website admin to DMSc Technical person or assign admin page to change all content autonomously
- The website address and domain hosting is easy to handle
- Configuration documentation and guidelines which clearly state how to manage the website, details on the hosting arrangement, environment and its configuration are provided
- Advise the coordinator on a sustainable long-term management and hosting strategy
- The website deliverable timeline;
- The 1st version of the website should be ready by the beginning of October, revision/inputs by the DMSC,
- The 2nd version will be presented and demonstrated in English during the meeting in the last week of October 2019. The vendor has to present in the meeting to present and provide technical support
- Final version will be developed and handover to the DMSC at the end of contract
- Instruction manual for user and administrative (in Thai and English) will be delivered on the day of full website package delivery or by end of the contract
- Provide website maintenance and back-up system at least yearly.
- Source program, data, photos is confidential information, and not allowed to disseminate outside hiring organization.
Competencies Required
An experienced web designer/ developer, who can work in a tight time frame. The developer has a track record of developing websites on time and as planned, that respond to contemporary global design trends, are user friendly and easy to maintain.

August 2019 to March 2020
