Classification               :   Hourly Contract (100 THB/hour; 170 hours/month)

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

 

Asia is a dynamic region, within which migration – both internal and international – continues to play a significant role in social and economic development. Manifold population, economic and political changes in recent years directly correlate with emerging complex migration challenges facing countries in Southeast Asia and Central Asia. 

The project “Asia Regional Migration Program” aims to strengthen the capacities and resources of Governments in Asia to manage the complex migration flow in the region, particularly migrants in vulnerable and crisis situations, through enhanced structures, policies, processes, safe and legal migration pathways, and effective partnerships at the national, sub-regional, and regional level.

 

Under the overall supervision of the Programme Coordinator  of the Migrant Assistance and Counter Trafficking Unit at IOM Ranong sub-office and the direct supervision of the Field Coordinator  of the Migrant Assistance and Counter Trafficking Unit at IOM Ranong sub-office, the Legal Assistant will be responsible for operating the legal clinic at Ranong Hospital, in collaboration with Municipality Office of Muang Ranong, and other assignments related to legal clinic at Ranong Hospital in order to ensure the effective performance and smoothness of the Complete Birth Registration System (i.e. an issuance of the Birth Registration Document by Ranong Hospital and Birth Certificate by Municipality Office of Muang Ranong) of migrants and vulnerable individuals in Ranong.

 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES:

 

The successful candidate will have the following duties and responsibilities:

  • Under the direct supervision of the supervisor i.e. the Field Coordinator in Ranong, ensure an accurate issuance of the Birth Registration Document (Tor Ror 1/1) for children born at Ranong Hospital, including children of migrants and other vulnerable individuals.
  • Provide advice and support regarding an application/submission for the Birth Certificate with the Muang Ranong Municipality Office, the Ministry of Interior, for children born at Ranong General Hospital, including children of migrants and other vulnerable individuals.
  • Closely supervise and cooperate, as a team, with the IOM Interpreter based in the Legal Clinic regarding the Complete Birth Registration System and relevant activities of legal clinic.
  • Study necessary information and policies in relation to the Complete Birth Registration System under Thailand's Civil Registration Act and relevant legislations.
  • Liaise with Ranong Hospital and the Municipality Office of Muang Ranong to ensure the smooth implementation of the legal clinic.
  • Point out and refer any incorrect issues regarding issuance of the Birth Registration Document (Tor Ror 1/1) or Birth Certificate to the Field Coordinator in Ranong for further collaboration and possible solution with Ranong Hospital and the Municipality Office of Muang Ranong.
  • Undertake duty travel within Ranong province as necessary to ensure the implementation of the Legal Clinic's activities.
  • Create an electronic database of the Legal Clinic to collect relevant documents of children born at Ranong Hospital or other beneficiaries, for example a copy of the Birth Registration Document (Tor Ror 1/1), a copy of Birth Certificate, photograph and identification documents of the parents.
  • Provide regular written updates, including a weekly plan, to the Field Coordinator in Ranong to coordinate necessary changes in project work plans and ensure the smooth implementation of the project.
  • Provide a monthly report on statistics information (number of cases, nationalities, ages, actions, and any encountered challenges etc.) to the Field Coordinator in Ranong.
  • Refer, without delay, to the Field Coordinator in Ranong, any requests or concerns by Ranong Hospital staff which might affect the Legal Assistant's duty and responsibility within the Legal Clinic. Any change regarding duty and responsibility of the Legal Assistant is to be discussed with and approved by the Field Coordinator in Ranong.
  • Translate and interpret relevant government   policies and other documents including meeting notes, and distribute to the Field Coordinator in Ranong and local staffs/partners as needed.
  • Perform any other duties as assigned by the Field Coordinator in Ranong.

  1. EDUCATION AND EXPERIENCE:

 

  • Thai national.
  • University degree in Law. In possession of license by the Lawyer’s Council of Thailand is preferred.
  • At least two years of experience with  an international or intergovernmental organization working on issues related to birth registration, civil registration and migrant populations in Thailand.
  • Demonstrated experience in liaising with government agencies, NGOs and partners.
  • Experience in organizing and coordinating surveys, workshops and trainings.
  • Personal commitment, efficiency, and flexibility.
  • Experience in working effectively and harmoniously   with colleagues from various cultures and professional backgrounds at all levels.
  • Good writing, communication and negotiation skills.
  • Computer/software literate, especially   Microsoft   Office   including   Word,   Excel, PowerPoint, Outlook, e-mail and internet.
  1. LANGUAGES:

 

  • Fluency to communicate in Thai. Ability to communicate in English is an asset.
