Plan is an international humanitarian, child centred development organisation, implementing development programs that promote the realisation and fulfilment of children’s rights and the alleviation of child poverty.

 

Position: Partnership Finance Officer

Reporting to: RO/CO Finance Director

Assignment Type:  Permanent

Location: Based in Bangkok

 

Job Purpose: Partnership Finance Officer’s role is to handle all the finance and accounting of all Payments to Partners, who sign Partnership Agreements with Plan International, Thailand. This includes the entire management from budgeting review, Cash advance management and liquidation in SAP, and financial reporting to Program team and Management. A key role of this position is also to provide capacity building to finance and account teams of Partners so that they can return reliable financial reports in a timely fashion as well as producing proper documentation of the accounts.

 

Roles and Responsibilities:  

Finance and Accounting of payments to Partners: This position will ensure that Partners have enough fund to operate the annual program activities by ensuring timely transfers of advance to partners as well as the accurate accounting into Plan’s accounting software properly.

  • Participate the Partner assessment for all potential partners and existing partners with MOU renewal potentials.
  • Prepare Partners MOUs and amendment
  • Design effective financial and accounting management of Payments to Partners to fit requirements of reporting per Plan policy
  • Assist program and partners in developing the budget and assigning correct codes.
  • Process advance payment requests from partners with proper approvals from relevant parties and issue internal orders in accounting system with accuracy and timeliness and follow up until advance is transferred
  • Upon financial report submission, review, obtain approval from Program teams, and liquidate approved spending in the system properly.
  • Account the unused advance and document the transaction properly.
  • Reconcile balance of advance n Partners financial reports again Plan’s reports from the accounting system
  • Monitor unliquidated advance by partner on a quarterly basis and provide action plan
  • Support audits for the project that have Payments to Partners

 

Building capacities of Partner Organization: Ensure that partners spend Plan’s fund according to local regulatory requirements and per Plan Policies. For effective capacity building, this involve both constant remote supports and partner visits:

  • Be a working partner to the Finance team of the Partner Organization where they can consult about finance and accounting
  • If needed, hold a workshop of ‘How to do proper accounting for Plan’ at Partner offices or at a venue where all partners can attend
  • Visit each partner and their finance/accounting team once every 6 months. This may be adjusted upon quality of the work
  • Upon partner’s request, join as a interview panel when they recruit new finance/account staff

 

Qualifications, Skills & Experience:

  • Citizen of Thailand  
  • Bachelor Degree in Accounting / Finance / Business Administration
  • At least 5 years work experience in Accounting with 2 years’ experience as payable preferable
  • Experience in NGO fund accounting is preferable
  • Experienced in field internal audit is advantage
  • Experienced in using ERP is preferable
  • Advance Excel and Data analysis skill
  • Good in English communication skill.
