Terms of Reference

for facilitation of a workshop on promoting decent work in Asian supply chains

Responsible supply chains in Asia Programme

  1. Introduction and rationale

 

The "Responsible Supply Chains in Asia" (RSCA) project (RAS/16/13/EUR) is a three - year project conducted by the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD), and financed by the European Union (EU). The project aims at contributing to an enhanced respect for human rights, labour and environmental standards by businesses engaged in supply chains in Asia including Thailand in line with international instruments on Corporate Social Responsibility (CSR), Responsible Business Conduct (RBC) and Business and Human Rights. This regional project covers China, Japan, Myanmar, Philippines, Thailand and Vietnam, and works in specific sectors within each of these countries.

The specific objectives of the project in Thailand are to

  1. Increase understanding and knowledge of employers and business membership organizations (EBMOs), workers organizations, domestic enterprises, Multinational Enterprises, investors, civil society organizations (CSOs) and policymakers on CSR/RBC from the perspective of decent work.
  2. Create a policy environment conducive to promoting socially responsible conduct among businesses.
  3. Increase opportunities for businesses to have a dialogue on challenges and opportunities in relation to CSR.

 

The project wish to host a workshop on promoting decent work in Asian supply chains to provide training for approximately 60 representatives of businesses (sustainability practitioner, human resource personnel, managers) the view to increase their understanding on the principles of ILS and guideline on the selected topics (forced labour, child labour and fair recruitment).The workshops will be held in Bangkok, Thailand, on the 5th November 2019. This training is framed in the activity THA D5 of the RSCA programme.

 

  1. Objectives and expected accomplishments

 

The overall objectives of the workshop are to;

  • To provide training for businesses and the project’s strategic partners with the view to increase their understanding on the principles of ILS and guideline on the selected topics (forced labour, child labour and fair recruitment) as they relate to company operations in global supply chains and how those principles can be most effectively implemented in supply chains to materialise socially responsible labour practices.
  • To promote responsible labour practices which will affect positively the worker productivity, access to new markets, job stability, mature relation at the factory level and companies competitiveness.

The expected accomplishments at the end of the workshop include;

  • Increased knowledge of businesses and the project’s strategic partners on the ILO international labour standards and guideline in respect of forced labour, child labour and fair recruitment as they relate to business operations.
  • Businesses and the project’s strategic partners are more familiar with the contents ILO’s CSR Training module, its content, and approach.

 

  1. Scope of work (Outputs and deliverables)

The consultant is required to

1) Facilitate the workshops for representatives of companies

  • Provide technical inputs in the preparation of the training in question.
  • Provide support to the lead facilitator and facilitate the workshop.
  • Attend a debrief session at the end of the workshop.

2) Document the outcome of the workshop

  • Produce a report of the workshop for participants and the project. The report shall include a summary of the discussion, good practices and challenges raised during the workshop. It shall be of professional standard for dissemination.

The anticipated working days is three days. The contract will start on the 4th of November and end on the 29th November 2019. 

  1. Cost and payment schedule

The workshop will be held on the 5th November 2019. The consultant will be paid a daily rate of [proposed fee to be added] USD for three days. The External Collaborator will be paid upon satisfactory completion of deliverables and upon receipt of an invoice.
 

  1. Qualifications and competencies

Education: Undergraduate education in Economics, Social Science, Development or Business Management or equivalent.

Experience: Minimum 2 (two) years’ experience facilitating collaborative workshops.

Language: Excellent command of spoken and written English.

 

The consultant is expected to have;

  • Knowledge and experience of innovative, leading edge collaborative workshop facilitation principles and methods, especially design thinking process.
  • Technical knowledge on responsible businesses, labour standards and labour rights, as well as supply chains management.
  • Experiences in engagement with businesses on social compliance.
  • Excellent writing skills including an ability to nuance and adapt messages to culturally diverse audiences.

 

  1. Reporting

The consultant will report to Fredy Guayacan, programme manager of the project RSCA and Chayanich Thamparipattra, the National Project Coordinator for Thailand.
