Education Program Manager

TEAM/PROGRAMME: Programs

LOCATION: Bangkok, with frequent field travel

CONTRACT LENGTH: 1 Year with possibility to renew

ROLE PURPOSE:

Every child survives, every child learns, and violence against children is no longer tolerated. These are the three 2030 breakthroughs that Save the Children is committed to working in partnership to achieve globally.

The Education Program Manager has responsibility for the overall design, delivery and quality of the education program in Thailand.  She/he is responsible for the strategic direction, program management and ensuring program quality of all education related projects implemented by Save the Children. The Education Program Manager oversees a team of Project Coordinators and a portfolio of projects. They will represent the program externally and internally, coordinate resource mobilization (funding, people, partnerships), and ensure that learning and evidence from programming are used to improve future program delivery to achieve lasting results for children.

The current education program includes projects focusing on early childhood care and development (ECCD), refugee and migrant education and non-formal education (NFE)

SCOPE OF ROLE:

Reports to: Thailand Program Director; dotted line to Myanmar-Sri Lanka-Thailand (MST) Head of Sector

Dimensions: Direct budget responsibility for program activity elements of current portfolio.

Staff directly reporting to this post: Senior Field Coordinator & Project Coordinators.

KEY AREAS OF ACCOUNTABILITY:

  1.             Leadership and Management (10%)
  • Culture. Help create a working culture which promotes Save the Children values, promotes accountability and high performance, encourages learning, creativity and innovation, and enables colleagues to deliver outstanding results for children.
  • Structure. Support the design and implementation of a cost-efficient staff structure consistent with agency practices and appropriate to program needs.
  • Staff Management. Supervise Field Coordinators, Project Coordinators and their teams to achieve results. Provide mentoring, coaching and structured professional development. Resolve any conflicts or issues in individual and/or team performance and ensure staff wellbeing.
  1.             Program Quality and Technical Excellence (30%)
  • Program strategy. Contribute to the development of multi-year and annual strategic plans for the education program. Ensure that all projects are aligned with strategies and supporting relevant indicators.
  • Program & Business Development. Contribute strongly to the development and design of high quality education proposals, including developing logframes, activity workplans, and program staffing requirements.
  • Technical excellence. Provide Project Coordinators with technical guidance, oversight and support for the development and delivery of education projects, in coordination with other departments (business development, MEAL). Ensure sourcing and delivery of high quality external technical services, such as baseline assessments, evaluations, technical training. This includes developing Terms of Reference, supporting consultant management and ensure quality of services and deliverables in conjunction with project teams. Provide technical leadership to Save the Children and partners through designing trainings, workshops, and curriculum development.
  1.             Program Delivery (50%)
  • Results management. Ensure delivery of all education program results and activities, from project kick-off through to close. Lead in developing and maintaining program detailed implementation plans (DIPs) and delivering activities aligned to these plans. Ensure all education projects, assessments, evaluations and research are technically managed to a high standard.
  • Financial management. Working in close collaboration with finance and award management teams, ensure strong financial management of all budgeted project activities and expenses, in line with donor/grant contractual requirements, and Save the Children policies and procedures.
  • People management. As line manager of Education Project Coordinators, ensure all staff are well-oriented on program and project goals, objectives, expected results and internal policies and standards and donor requirements. Provide effective and supportive performance management to all staff.
  • Quality management. Ensure good quality MEAL (monitoring, evaluation, accountability and learning) in all projects. Ensure there are ongoing opportunities for reflection and learning during program delivery, and that best practices, case studies & lessons-learned are documented and shared. Ensure that recommendations from evaluations and assessments are included in future program design and delivery.
  • Reporting. Ensure on-time and high-quality reports to meet quarterly, semi-annual and annual program donor and internal requirements for education projects.
  • Partner management. Ensure that Save the Children’s work with education partners upholds our Partnership Principles, and assesses and builds the capacity of program partners in line with SC partnership management policies and procedures.
  1.             Relationships & Representation (10%)
  • Contribute to external representation for the education program in relevant working groups, task forces, seminars and related fora; and among donors, UN agencies, NGOs, and national and sub-national government counterparts.
  • Actively network with other organizations and donors to identify opportunities for collaboration, including program partnerships and potential funding. Support donor meetings and visits.
  • Contribute to Save the Children Thailand’s advocacy, campaigns and media/communications about education programs and provide technical advice to policy briefs. Be aware of national and global discussions in education and child rights topics and issues, and understand and share these insights with staff and partners. Understand and articulate Save the Children’s global and local policy positions.

QUALIFICATIONS 

Desirable:

  • Program/Project Management qualification (e.g. PMP, PRINCE2, PMDPro)

EXPERIENCE AND SKILLS

  • Five years of experience in education program development and/or program management.
  • Good technical knowledge of education technical issues and ability to translate knowledge into action.
  • Demonstrated ability to lead, manage and develop a team to deliver results.
  • Demonstrated ability to create strong and productive working relationships with external and internal stakeholders including partner NGOs, government agencies, communities, and other parts of the global Save the Children movement.
  • Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress.
  • Excellent interpersonal skills including verbal and written communication skills.
