Duty Station                : Chiang Mai, Thailand

Classification              :  General Service (G-3, THB 49,198.25 per month)

Type of Appointment  : Special Short Term Contract

Initial 9 months with possibility of extension

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE:

Since 1975, IOM Thailand has collaborated closely with the Royal Thai Government, the United Nations High Commissioner for Refugees (UNHCR), and the embassies of resettlement countries, recognising that third-country resettlement is only one of a number of long-term solutions for refugees fleeing their home countries due to well-founded fear of persecution.

The Operations Clerk  will carry out all pre-departure activities of the IOM's resettlement continuum as outlined in section 3 under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub-Offices.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub-Offices, the incumbent will be responsible for all pre-departure and departure activities under IOM’s resettlement continuum as outlined in the next section.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Greet and assist refugees upon their arrival at the Mae Hong Son airport and transport them to the IOM-arranged transit hotel in Chiang Mai.
  • Provide the refugees with'step by step' instructions on how to depart during their transit in Chiang Mai, including how to use the transit hotel and request assistance from IOM staff as/if necessary.
  • After refugees have completed all pre-departure procedures in the transit hotel, accompany them to Chiang Mai International Airport for further departure procedures.
  • Prior to their departure, conduct a pre-departure / 'in flight' orientation session for the refugees at the transit hotel.
  • Assist refugees with their departure processes at Chiang Mai Airport, working closely with IOM counterparts such as Immigration, Airlines, and the Airport Authority.
  • Act as a go-between for refugees and airlines or airport authorities to ensure humane treatment of refugees.
  • Prepare and make sure the refugee's passport and other necessary documents are in order.
  • Provide refugees with food, water, and other airport distribution materials (jackets, shoes, socks, diapers, and baby wipes) as needed prior to departure.
  • Send a "Departure Notification" to the operations department in Bangkok and Mae Hong Son after departure. If a refugee is unable to leave for any reason, the operations department in Bangkok and Mae Hong Son should be notified immediately for any necessary follow-up actions.
  • Assist the Head of Sub-Offices in developing relationships with external stakeholders in Chiang Mai Province, such as airport authorities, local authorities, non-governmental organisations, and other partners.
  • Report any incidents to supervisor immediately.
  • Carry out any other related duties that may be assigned.

 

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • High School Diploma with three years of relevant experience; or
  • Bachelor’s degree in Social Sciences or other related fields from an accredited academic institution with one year of relevant professional experience.

 

EXPERIENCE

  • Minimum of one year experience working with refugees; possessing experience in air transport sector (Airlines Company) an advantage.

 

SKILLS

  • Willing to work in shifts, including weekends/holidays.
  • Good team player with the capacity to work independently; ability to handle a large volume of work effectively and efficiently under time constraints.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; respect for diversity.
  • Courteous, flexible, tactful and good interpersonal skills; ability to handle materials with discretion.
  • Computer/software literate, especially Ms. Office (Word, Excel, Outlook, Email and internet).
  • Good communication and negotiation skills; creative thinking.

 

4. LANGUAGES

  • Fluency in English and Thai (oral and written) is required.
  • Knowledge of Burmese, Karen or Karenni is desirable.
