for Hiring an Individual Consultant/Vendor to translate
responsible recruitment awards documents
from Thai into English or vice versa
I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand. Project implementation started in January 2019 and will end in December 2024.
II. Background
The FAIR Fish Project has developed a responsible recruitment process model for small and medium-sized seafood processing companies through consultation with two pilot companies and four recruitment agencies. The model draws upon a supply chain approach in which pilot companies are expected to cascade their responsible recruitment and employment policies down their recruitment supply chain to recruitment agencies that source their migrant workers.
To promote responsible recruitment among seafood processing companies and recruitment agencies in Thailand, the project will present Responsible Recruitment Awards to seafood processing companies and recruitment agencies in Thailand to recognize awarded companies’ effort and commitment to put in place responsible recruitment practice in their supply chains. Accordingly, the project will invite seafood processing companies and recruitment agencies in Thailand to participate in this contest
by submitting their award contest applications including their company profiles and descriptions of their efforts and commitments to responsible recruitment.
The project will also invite experienced experts well-versed in the recruitment of migrant workers and migrant workers employment in Thai seafood industry to sit on a committee tasked to select award recipients. Some of them are not native Thai speakers. At the same time, most applications from participating companies will be in Thai. However, we would like to make available to committee members the information of participating companies in both Thai and English.
III. Objective of the TOR
This objective of the TOR is to hire an individual consultant/vendor for translating award contest applications from Thai into English and vice versa.

The documents for translation will be sent to the consultant/vendor on a rolling basis. Deadlines for translated documents will be agreed upon by Plan International and the consultant/vendor.
VI. Deliverables
The consultant/vendor must submit translated documents in Word format via email. They can work remotely, maintaining regular communication with the FAIR Fish Project team through phone calls and online channels.
VII. Payment
Plan International will pay the agreed professional fees once the submitted deliverables are accepted by the project’s technical advisor at Plan International USA. The one-time payment will be made one time after the submission of all the deliverables as specified in the deliverables section. Payment will be based on the word count of the original texts provided by Plan International to the consultant/vendor.
