Individual Consultant/Consultant Team to Draft
the Report on the Mapping of Seafood Processing Companies and Recruitment Agencies with Responsible
Recruitment Commitments, and Design Infographics for the Report
I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand. Project implementation started in January 2019 and will end in December 2024.
II. Background
The FAIR Fish Project has developed a responsible recruitment process model for small and medium-sized seafood processing companies through consultation with two pilot companies and four recruitment agencies. The model draws upon a supply chain approach in which pilot companies are expected to cascade their responsible recruitment and employment policies down their recruitment supply chain to recruitment agencies that source their migrant workers.
To promote responsible recruitment among seafood processing companies and recruitment agencies in Thailand, the project will present Responsible Recruitment Awards to seafood processing companies and recruitment agencies in Thailand. Therefore, the project will invite seafood processing companies and recruitment agencies in Thailand to participate in this contest by submitting their company profile and descriptions of their efforts showcasing their commitments to responsible recruitment. The awards will be considered by the award committee. Project staff will compile and document information about award-wining seafood processing companies and recruitment agencies committed to responsible recruitment. This information will be provided to a hired report drafting consultant/team who will produce Thai and English reports with infographics. The mapping report will highlight the evidence-based state of Thai seafood processors and recruitment agencies with responsible recruitment commitments to inspire other companies/agencies to adopt similar approaches.
III. Objective of the TOR
This objective of the TOR is to hire an individual consultant/team for drafting the Thai and English reports on the mapping of seafood processing companies and recruitment agencies with responsible recruitment commitments, along with infographics for both reports

VI. Deliverables
The consultant team can work remotely with regular communication with the FAIR Fish Project team through phone calls and online communication channels. In addition, the consultant will be expected to submit the following two deliverables.
The consultant team is required to submit the files of the reports in Word, PDF, and illustrator/in-design files.
