Type of Appointment:        Full time, local hire position

Position Summary:

The Finance Manager (FM) will support the Project Leader or COP in all facets relating to the financial operations of the Thailand country office. The FM will lead the in daily management of operational accounting, financial reporting, auditing, forecasting and project budgets management. The FM will ensure that all projects managed by Pact Thailand are implemented as per contractual agreements and maintain a high standard for the quality and integrity of financial data.

 

Specific Duties and Responsibilities:

General Financial Support

Ensure proper financial management systems and processes that provide accurate, current and complete disclosure of financial transactions.

  • To ensure that all transactions are recorded in accordance with Generally Accepted Accounting Principles (GAAP) supported by relevant and verifiable source documents
  • Prepare monthly financial report and supporting narrative on current project status, and documenting the monthly review of the financial performance of those activities under his/her oversight (including monitoring cash balances, subaward activities, and reviewing receivables and accrued liabilities)
  • To ensure that monthly account reconciliations are performed, and appropriate plans are put in place and executed, as applicable, to resolve unreconciled differences.
  • Review Purchase orders, Purchase Requisitions, Journal entries and other accounting transactions into BC NAV (ERP system) according with a granted profile.
  • Review monthly payroll for all Pact Thailand staff. Ensure the complete and accurate allocation of staff salary and eligible benefits to each individual staff and project
  • Prepare cash flow forecasts on monthly and quarterly basis and planning for timely preparation and replenishment for partners and others ensuring proper management of cash flow.
  • To ensure that disbursements are reviewed for allowability and properly allocated to projects
  • Supervise Pact Thailand’s computerized financial management and accounting system. Expected to keep abreast of developments in accounting and financial management software and practices
  • Review the Project Status Reports (PSRs) on a monthly basis, and provide the Country Representative, Chief of Party and Program Managers and other relevant stakeholders with up-to-date financial status information and pipeline projections to ensure that project spending is in line with the budget and workplan
  • Manage and prepare office budget projections and pipelines in accordance with Pact and client requirements
  • Contribute to the design and implementation of sound internal control system to safe guard assets, financial records and documents of the organization, and in compliant with Pact and donor’s rules & regulations
  • Support preparation and file all applicable withholding taxes, social security, and other reports or filings that might be required by Thai’s law
  • Performs other duties as assigned

 

Qualifications, Skills and Knowledge:

  • Working knowledge of GAAP and US Federal regulations or other donor grant policies, rules and regulations
  • Ability to understand and participate in cash flow forecasting and fiscal year budgeting processes
  • Ability to coordinate team deliverables and provide supervision and mentoring to multiple staff
  • Proficiency in word processing, spreadsheets and database skills
  • Experience with budgets, projections and budget tracking
  • High degree of initiative and team player
  • Sound analytical and problem-solving skills
  • Deadline-oriented
  • Strong organizational skills and ability to prioritize multiple tasks

 

Requirements:

  • Bachelor’s or Master’s Degree in Accounting, Finance, or related field
  • Minimum of seven (7) years of experience in financial management and planning, budget management, or other related field (international non-profit environment preferred)
  • 2 years of management experience
  • 3 years finance supervisor experience is preferred
  • Experience using MS Dynamic 365 Business Central software is a plus
  • Fluency in English and strong communication skills
  • Experience supporting USAID funded programs is preferred
