Consultant to develop the video production for the success story of the ROAR II Project
(Respect Ourselves, Accentuate Resilience Phase II, ROAR II Project)
Background and Context;
Globally, 1 in 5 girls and 1 in 13 boys have been sexually exploited or abused before reaching the age of 18. Some research suggests that online interaction is now so ubiquitous that it is likely to feature in some form in almost all cases of child sexual exploitation and abuse (UNICEF 2021). Although using the internet for schoolwork and educational activities is common, the most popular online activities among young people are for entertainment or social interactions, primarily watching videos, using social media, and instant messaging. Lack of awareness of their child's rights has resulted in only 47% of children saying they would not know where to get help if they or a friend were sexually assaulted or harassed (Disrupting Harm 2022). Parenting practices and cultural norms also contribute to the issue with only 17% of caregivers saying they would report to the police if their child experienced sexual harassment, abuse, or exploitation online (Disrupting Harm 2022). Stateless/undocumented indigenous and ethnic, migrant children and youth including those with diverse sexual orientation, gender identity, gender expression, and sex characteristics (SOGIESC) in the rural areas of Chiang Mai and Chiang Rai in Thailand are at increased risk as they are hot spots for sex trafficking, child prostitution, and online and offline exploitations. These children and young people are highly susceptible to online abuse and human trafficking and often end up entering the labor market early, with some likely to be involved in the commercial sex industry (Trafficking in Thailand: The Demand Fuels Child Trafficking for Sexual Purposes, ECPAT 2021). With the support from Westpac Group’s Safer Children, Safer Communities program, Save the Children will scale up and expand the Respect Ourselves Accentuate Resilience (ROAR) model to two new geographical areas in the north of Thailand, Chiang Mai and Chiang Rai, both hotspots for offline and online sexual exploitation of children.
Save the Children will work closely with selected Thai government public schools in rural areas that have a diverse mixture of Thai, ethnic minority, and stateless girls and boys (aged 12-17) to identify and adopt youth-led solutions to the sexual exploitation of children. This will be done so through new partner, ECPAT Foundation Thailand (EF) and Child Online Protection Action Thailand (COPAT), as well as through empowering Ray of Youth, a youth-led partner organization from the ROAR pilot in Tak Province to become mentors to the youths in Chiang Mai and Chiang Rai Provinces.
The support from Westpac Group’s Safer Children, Safer Communities program will also provide a bridge to sustainability for the youths from the existing ROAR project in Tak Province by allowing them to create more youth-led campaigns, as well as scale up efforts on advocacy at both the national and ASEAN level.
About ROAR II Project;
ROAR II worked to ensure stateless, migrant, and Thai youth (disaggregated by gender and disability) in Chiang Mai and Chiang Rai will be empowered as decision-makers and leaders to protect all girls and boys from online sexual abuse and exploitation. This initiative will also raise their voices on solutions to inclusive policy implementation at the national and ASEAN levels.
TARGET BENEFICIARIES: During 2023-24 Save the Children will work with 1,500 children and young people and 60 youth leaders to develop interventions to reach 30,000 people (25,000 children and young people and 5,000 adults) through 15 children and youth-led campaigns in Chiang Mai and Chiang Rai through three phases:
PHASE 1: RESEARCH, Participatory Action Research (PAR) led by youth through evidence-based research and gender equality, disability, and social inclusion (GEDSI) approach for online safety solutions
PHASE 2: DEVELOPMENT, Children and youth inclusive of those with diverse SOGIESC have increased access to digital and offline solutions, tailored to their context and key risks, that they co-develop themselves.
PHASE 3: ADVOCACY, Local campaigns, and national and regional advocacy strategies designed by children and youth, including those with diverse SOGIESC, lead to increased awareness of online safety and resilience and adopting online safety solutions and recommendations.

Purpose and scope of this service;
Under this contract, the consultant is required to conduct in-depth interviews with representatives under the ROAR II Project from Chiang Rai and Chiang Mai Provinces and produce a 3-5 minute documentary video, in Thai with English subtitles. This video will serve as an evidence-based storytelling tool to promote online safety in schools and communities in Chiang Mai and Chiang Rai Provinces. It aims to engage and educate audiences on the importance of child online protection.
The consultant is required to provide at least three draft revisions of the video at no additional cost. Additionally, the consultant must submit the first draft of the video storyboard and interview questions (minimum of three revisions) to the Advocacy, Campaigns, Communications, and Media (ACCM) team and program team at least three weeks before the video production and data collection commences.

Scope;
The consultant will receive a briefing from the Save the Children Thailand team and ECPAT to design and create the video content. The project will cover five districts in Chiang Mai Province (Mueang Chiang Mai, Mae Rim, San Kamphaeng, San Sai, and Hang Dong) and four districts in Chiang Rai Province (Mueang Chiang Rai, Mae Chan, Mae Sai, and Chiang Saen), along with a list of schools in these areas. Interviews are to be conducted with students, parents, and teachers from at least 2 schools for each province.

All videos produced by the consultancy for Save the Children's ROAR II Project are the exclusive property of Save the Children Thailand and its affiliated organizations. Save the Children Thailand holds the right to collect, exhibit, disclose, reproduce, and publicize these videos through various channels, both online and offline, including but not limited to websites, social media platforms, documents, articles, posters, and related activities. This also includes disseminating news to the media throughout the project period and potentially after the project's completion.
The consultancy is prohibited from using the final designs on any other platform without prior written approval from Save the Children Thailand.

The following payments will be made to the consultant using an agreed mode of payment;
Each payment is made upon completion of work deliverables with Save the Children’s satisfaction of the outputs.
Management of the consultancy;
The consultant will report to the ROAR II Project Coordinator, with management support from the ROAR II Project Officer, Child Protection Technical Expert, Advocacy, Campaigns, Communications and Media Manager, Communication & Multimedia Coordinator, and Partner (ECPAT), who will provide inputs throughout the consultancy period.
