International Justice Mission (IJM) is a global organization that protects vulnerable people from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term. IJM’s global team of lawyers, social workers, caseworkers and other professionals work in 33 offices across 19 countries, including multiple offices in Southeast Asia. In Thailand, IJM Foundation provides support to Thai authorities to eliminate forced labor and labor trafficking. IJM lawyers, caseworkers, social workers, law enforcement advisors and other professionals support Thai law enforcement, social services, prosecutors and courts to identify and prosecute cases of forced labor and labor trafficking crimes and restore survivors to safety and strength. The Need

IJM Foundation is seeking a Lead, Partnerships & Coalitions to lead our efforts to mobilize partnerships and coalitions to achieve IJM’s program impact goal of protecting over 3.9 million migrant and vulnerable workers in Thailand from forced labor and labor trafficking.

 

The position will develop and drive the implementation of IJM’s partnerships and coalition strategies and activities at both the local and national levels to achieve IJM’s program goals, including increased political will to protect migrant workers from forced labor through improved government and justice system performance; increased migrant victim access, use and reliance on the government and justice system for protection of rights; and increased stakeholder confidence in improved government mechanisms for protection in Thailand.

 

The Lead, Partnerships & Coalitions will spend substantial time on both project and relationship management, traveling, networking, and building relationships to drive forward IJM-funded Implementing Partnerships with other NGOs or CSOs, non-funded partnerships with a range of stakeholders, and strategic coalitions to achieve project results. The position will work with other IJM staff to increase trust and links between migrant communities, civil society, and government and justice system actors at the local and national levels; identify and manage funded and non-funded NGO/CSO Implementing Partnerships; mobilize community and survivor leaders in the movement; and ensure local and national government agencies’ policies, plans, and programs protect migrant and vulnerable workers from forced labor and labor trafficking.

 

The position reports to the Senior Manager, Advocacy and Community Engagement, who serves as the Head of Department (HOD) for the Advocacy and Community Engagement (ACE) team.

Responsibilities:

 

Partnership & Coalition Strategy Development & Implementation:

  1. Develop and implement strategies for using partnerships and coalitions to achieve IJM’s program goals.
  2. Develop and implement strategies to increase political will by the Thai government and the local and national levels to increase protection of migrant workers.
  3. Develop and implement strategy and plans to collaborate with strategic stakeholders, including community leaders, survivor leaders, NGOs, CBOs, business leaders, faith communities, and others to elevate demands for protection of migrant and vulnerable workers at the local and national levels in dialogue with the government.
  4. Contribute to the development of strategy and plans to increase trust and links between migrant communities, civil society organizations/NGOs, and justice system actors at the local and national levels.
  5. Collaborate with other IJM teams to develop capacity building strategies, plans and materials to mobilize strategic stakeholders in the fight against forced labor and trafficking, including use of public campaigns, advocacy, media engagement, community outreach, and case referral channels.
  6. Participate in IJM’s Implementing Partnerships and Local Activation Communities of Practice (CoPs) and other IJM global, regional, or Hub level teams relevant to IJM Thailand’s partnership work; incorporate guidelines, best practices, and other processes related to partnership; document best practices and lessons learned for internal strategy and for knowledge sharing with other IJM teams.
  7. Analyze current NGO, CSO and UN migrant worker protection programs and projects. Map IJM’s theory of change, the protection model and program goals to identify areas of synergy and collaboration.

 

Networking & Partnership:

  1. Network, develop and maintain relationships, alliances and coalitions with a diverse group of stakeholders outside of the organization that IJM can partner with to support and meet the objectives of IJM’s program goals.
  2. Identify CSOs and NGOs for potential joint partnerships that can advance and scale IJM’s program impact as either formal or informal, funded or unfunded partners.
  3. Identify potential partners and stakeholders and empower them to influence Thai government policy, working with partners to develop policy recommendations and conduct local or national level advocacy.
  4. Identify and development relationships with NGOs, CSOs and CBOs and key people of influence to form local, provincial or national level coalitions to achieve advocacy goals.
  5. Serve as the coordinator of one or more of IJM’s strategic coalitions, including organizing and scheduling regular meetings, leading or facilitating meetings and driving the agenda, taking notes and documenting next actions, and following up on the progress of actions with members in order to move forward the work of IJM coalitions.

 

Communication:

  1. Regularly communicate and coordinate with partners to facilitate the achievement of joint goals.
  2. Regularly meet with key NGO and CSO partners.
  3. Represent and speak publicly on behalf of IJM in meetings, public events, workshops, and other engagements with a variety of stakeholders.

 

Casework:

  1. Work with CSOs, CBOs and NGOs for forced labor case referrals, effective intervention, and advocacy for appropriate action at the local and national level.
  2. Strengthen the ability of CSOs, CBOs and NGOs, especially at the local level, to identify and refer cases to IJM, IJM’s partners, or directly to the frontline government officers for screening and victim identification under Thailand’s National Referral Mechanism.

 

Program Management and M&E:

  1. Develop, use, and manage formal and informal partnerships to further IJM’s program strategy and goals, including developing and coordinating partnership concept notes and proposals, managing funded partnerships, managing interpersonal relationships, and ensuring regular communication, feedback and mutual learning.
  2. Ensure sufficient capacity building between IJM and partners to enable achievement of joint goals.
  3. Ensure documentation and on-time reporting of all projects and activities conducted.

 

Events and Logistics:

  1. Organize strategic events, workshops and seminars among partners to amplify the issue of forced labor and increase the political will of the Thai government to respond.
  2. Work with coalition members, NGO leaders and other partners to organize campaigns, events, meetings, consultations and workshops.

 

General tasks:

  1. Coordinate and provide project-related administrative support for IJM’s stakeholder, partnership and coalition activities ensuring effectiveness and efficiency.
  2. Lead budget management of partnership and coalition activities.
  3. Perform other necessary assignments as required.

 

 

Qualifications:

 

Education & Experience

  1. Bachelor’s Degree in a relevant field.
  2. Minimum 2-4 years’ experience working with or for NGOs, CSOs or community-based organizations.

 

Technical Competencies

  1. Prior experience working in partnerships, coalitions, and advocacy preferred, or the ability to demonstrate transferable skills.
  2. Advanced or fluent ability in spoken and written English and Thai language.
  3. Proficient in using Microsoft Office applications, including Outlook, Word, Excel and PowerPoint.
  4. Skilled in public speaking.
  5. Meeting facilitation skills.
