Proposal Development Training Consultancy

                                                       

BACKGROUND

In recent decades, the spillover of infectious agents from animals to humans has profoundly affected the health of people, animals, and the environment. To combat future pandemic threats, the Southeast Asia One Health University Network (SEAOHUN) was founded in 2011 with support from the U.S. Agency for International Development. Its mission is to cultivate a resilient and skilled One Health workforce capable of preventing, detecting, and responding to infectious disease threats through exceptional education, research, and training provided by its member universities.

Since its inception, SEAOHUN has expanded from 10 founding universities in Indonesia, Malaysia, Thailand, and Vietnam to over 112 institutions across eight countries, including Cambodia, Lao PDR, Myanmar, and the Philippines. Our member universities encompass a diverse range of disciplines that connect the health of humans, animals, and ecosystems.  SEAOHUN's regional programs foster collaboration among member countries, with a strong focus on enhancing One Health education and research. Initiatives include developing core and technical competencies in One Health, implementing competency-based education, and building research capacity to support evidence-based advocacy. Additionally, we promote One Health student clubs and various experiential learning activities.

Based in Chiang Mai, Thailand, the SEAOHUN Secretariat serves as the coordinating body for all country networks. It manages subawards, facilitates governance structure and its operations, conduct regional activities, and strengthens One Health University Networks through capacity-building initiatives. The Secretariat also represents the interests of country networks at global and regional forums, including the Global Health Security Agenda (GHSA) and the Southeast Asian Ministers of Education Organization (SEAMEO). Collaborations with organizations like Zoetis and Pfizer focus on tackling the rising threat of antimicrobial resistance (AMR), while partnerships with Chevron aim to enhance One Health education in the region.

WORKSHOP TITLE

Proposal Development Training

 

INTRODUCTION

Since SEAOHUN and other country networks reached to the last year of the Transition Award project and the last year of the OHW-NG project, sustaining the university network and its One Health program in the countries become a crucial task for the network members. Since SEAOHUN and other OHUNs have been solely or primarily funded by USAID, the sustainability of the One Health workforce development programs and activities in the Southeast Asia region is uncertain. To increase chances in mobilizing additional resources, SEAOHUN and other OHUNs need to improve their proposal writing ability to be competitive when submitting proposals for funding. Discussing with all the relevant stakeholders, the Secretariat prioritizes a regional proposal development training for its country networks. The training will be hands-on training with a draft proposal as a concrete output after the training. Participants joining the event need to submit their proposal abstract of what they would like to develop and where they intend to submit for funding and express their commitment to develop a full proposal.

 

THE WORKSHOP OBJECTIVE

  • To increase the capacity of SEAOHUN and its country networks in developing competitive proposals when submitting proposals for funding.
  • To enhance proposal writing skills and knowledge of the participants to effectively write and structure proposals, focusing on key elements such as objectives, methodology, budgeting, and evaluation.

 

EXPECTED RESULT/OUTPUT

At least 1 draft proposal per representing country network

 

TIMEFRAME

2-full day workshop in Mid December 2024

 

NUMBER OF PARTICIPANTS

20-25 peoples (delegates from university networks and stakeholders)

 

SCOPE OF WORK

The selected service provider will be responsible for the following tasks:

Development of the Concept Note

  • Collaborate with Secretariat staff to gather ideas and inputs for the concept note.
  • Draft a preliminary concept note based on workshop objectives and expected results, ensuring it aligns with project goals and covering all the key elements such as objectives, audiences, methodology, outcomes, resources, etc.

Facilitation of the Workshop

  • Design and deliver engaging training sessions focused on proposal development.
  • Utilize interactive methods to encourage participant involvement.
  • Provide guidance on best practices for proposal writing, including structure, content, and funding sources.
  • Prepare and distribute workshop materials, including handouts and templates.
  • Provide technical support to develop the draft proposals by the participating country networks
  • Summary and note-taking during the workshop
  • The workshop evaluation

Coordination with Speaker(s)

  • Identify and contact potential speakers with expertise in proposal development and related fields.
  • Coordinate logistics for speaker engagement, including scheduling, technical requirements, and remuneration.
  • Ensure speakers align with the workshop objectives and participants needs.

 

EXPECTED DELIVERABLES

  1. A draft concept note and the workshop agenda

Submit a draft concept note and the workshop design for a review 3 weeks prior to the workshop.

  1. A final workshop agenda and materials

Submit at least 1 week prior to the workshop

  1. Draft project proposals per country network

Share the draft project proposals from participating country networks within 1 week after the workshop

  1. Final workshop summary report with evaluation results

Share the final report of the workshop summary and evaluation within 2 weeks after the workshop

 

TERMS OF PAYMENT

The transfer will be made within one week upon the acceptance of the following deliverables:

  • 30% payment after approval of concept note and agenda (deliverable #1 & 2)
  • 30% payment after presenting draft project proposals (deliverable #3)
  • 40% payment after approval of final report (deliverable #4)

 

QUALIFICATIONS AND REQUIREMENTS

  • Proven experience in leading and facilitating training sessions and workshops focused on proposal development, particularly in the context of NGOs or health-related sectors.
  • Strong communication and interpersonal skills.
  • Skilled in designing and delivering interactive, results-driven training workshops that build capacity in proposal writing, including donor engagement, project design, and monitoring and evaluation (M&E) frameworks.
  • Capable of developing comprehensive, easy-to-understand training materials and resources tailored to different audiences
  • Experience in engaging with diverse participants and stakeholders.
  • Experience with USAID-funded projects is highly desirable

  • A proposed budget for the whole consultancy package including expenses for speaker fees, materials, and any other relevant costs (a detailed breakdown budget would be preferable).
