The Need
IJM Foundation is seeking a Head of Advocacy and Community Engagement (ACE) to lead our efforts to transform the way the Thai government engages with migrant workers to protect migrant workers from forced labor and labor trafficking (FL/LT). The position will develop and drive the implementation of strategies to mobilize the Thai government, migrant worker communities, agents of change, the media, coalitions, NGOs and CSOs, implementing partners and other strategic stakeholders of influence at the local and national level to achieve IJM’s program impact goal of protecting over 3.9 million migrant and vulnerable workers in Thailand.
The position is responsible for contributing to the achievement of IJM Foundation’s project goals of increased Thai government performance and political will to protect migrant workers from forced labor; increased migrant victim access, use and reliance on the justice system for protection of rights; and increased stakeholder confidence in improved government mechanisms for protecting migrant workers in Thailand.
The position will spend substantial time on strategic external engagement and relationship building as well as in internal program leadership, including leading a team of advocacy, community engagement, partnership, coalition and media specialist staff in Thailand. The position will also work closely with IJM’s other program teams in Thailand and collaborate with other IJM program offices in the Asia Pacific region. The position will work with other IJM staff to increase trust and links between migrant communities, civil society, and Thai government and justice system actors at the local and national levels; mobilize agents of change such as survivor leaders, local media, and strategic stakeholders at the national and international level to advocate to the Thai government; develop funded and non-funded NGO/CSO Implementing Partnerships to scale IJM’s program impact at the community level; and engage with community and survivor leaders to advocate for change.
This position is based in Bangkok, Thailand and reports the Executive Director.
Responsibilities:
Team Leadership and Management:
- Provide leadership to the ACE team, directing ACE team efforts to mobilize the Thai government and agents of change to protect migrant and vulnerable workers from forced labor and labor trafficking (FL/LT).
- Guide ACE team staff to ensure strategic external engagements and projects lead directly to IJM program results.
- Manage the ACE team’s professional development and performance through clear annual performance goals and by providing regular coaching, feedback, encouragement and support.
- Foster a team mindset and culture and inspire the team to be effective, efficient, and to pursue professional excellence.
- Guide and oversee management of the ACE team budget.
- Serve as an active and collaborative member of IJM Thailand’s Senior Leadership Team (SLT).
Strategy and Implementation:
- Develop and drive the implementation of strategies to mobilize the government, migrant worker communities, agents of change, media, coalitions, NGOs and CSOs, implementing partners and other strategic stakeholders of influence at the local and national level to protect migrant workers from FL/LT.
- Lead, supervise and drive the implementation of ACE team strategies to activate local, national and international agents of change to influence the Thai government to protect migrant and vulnerable workers from FL/LT.
- Lead and drive the implementation of IJM’s advocacy, coalition and media strategies to increase political will by the government to protect migrant works from FL/LT at the local and national levels, including engaging media to bring urgency to the issue and increase community demand for protection and improved justice system performance.
- Lead and implement community engagement strategies that result in increased migrant victim access, trust, use and reliance on the justice system, and in increased stakeholder confidence in improved justice system performance.
- Collaborate with IJM’s Survivor Services team and external partners to partner with community leaders and survivor leaders to elevate demands for protection of migrant and vulnerable workers in dialogue with the government.
- Collaborate across IJM teams to develop and implement a strategy to engage with corporations and multi-stakeholder initiatives to use their influence to increase protections of migrant workers from FL/LT.
- Participate in IJM Global’s Local Activation and Implementing Partnerships Communities of Practice (CoPs) and other IJM global, regional, or Hub level teams relevant to IJM Thailand’s ACE work and incorporate best practices, guidance and new ideas into IJM Thailand’s programs.
Networking & Partnership:
- Lead efforts to network, develop and maintain personal and organizational relationships, alliances and coalitions with strategic external stakeholders that IJM can partner with to support and meet the objectives of IJM’s program goals.
- Represent IJM externally in stakeholder meetings, conversations, roundtables, and forums to advance IJM’s program goals; speak effectively, intelligently, credibly, and passionately about IJM’s mission and theory of change and the importance of partnering to protect migrant and vulnerable workers from FL/LT.
- Work closely with IJM’s Senior Manager, Program Support, to identify, develop, and successfully implement funded and non-funded joint projects with NGOs, CSOs, or other strategic partners that can advance and scale IJM’s program impact.
- Develop, supervise and guide close, collaborative and effective working relationships with NGO implementing partners and other key stakeholders.
- Lead IJM’s efforts to create or join with other NGOs and CSOs in strategic coalitions to advocate for improvements and reforms needed to re-orient the justice system to increase migrant worker protection from FL/LT in Thailand.
- Identify potential partners and stakeholders with partners to develop policy recommendations and conduct local or national level advocacy.
Program Management:
- Lead the development and management of IJM’s ACE team program interventions in alignment with IJM’s vision, mission, theory of change and IJM’s Forced Labor Protection Model.
- Ensure that ACE team strategies advance IJM’s program impact goals and achieve results.
- Ensure the ACE team is implementing IJM’s results measurement framework related to ACE work areas.
- Identify and document program achievements, opportunities, lessons learned, and areas for improvement.
- Adapt approaches in program implementation in response to continual learning, evaluation, feedback and review.
- Contribute to the design, development, writing and/or review of proposals for funding for ACE-related work.
Communication:
- Effectively represent and leverage IJM Thailand’s work and experience with key constituents and stakeholders internally and externally, including Thai government officials, NGO and UN agency partners, and IJM Global and Regional leaders.
- Manage IJM media and communications staff and/or consultants in the development and implementation of a media and communications strategy to achieve IJM’s advocacy and community engagement goals.
- Work with IJM’s Program Support team to provide information for internal reporting on program efforts and other communications initiatives.
Policies and Procedures:
- Ensure ACE team members understand and comply with all IJM policies, procedures, and best practices.
Qualifications:
Education & Experience
- Bachelor’s Degree in a relevant field.
- Minimum 5-7 years’ experience working with or for NGOs, CSOs or community-based organizations, or the ability to demonstrate transferable skills.
- Minimum 3-5 years’ experience in program/team leadership and in a people management/supervisory capacity.
- Experience in project management and program implementation within the government sector, NGO or private sector.
- Experience leading and managing international and/or cross-cultural teams preferred.
Technical Competencies
- Prior experience working in, or with a combination of experiences, in advocacy, partnerships, mobilization, community engagement, government engagement, coalitions, policy, or media engagement preferred, or the ability to demonstrate transferable skills.
- Strong presentation and public speaking skills.
- Strong networking, partnership development, and relationship management skills.
- Advanced or fluent ability in spoken and written English and Thai language.
- Prior knowledge of key stakeholders related to IJM’s program goals, especially within the NGO/CSO sector, government sector, or business sector in Thailand and Southeast Asia preferred.
- Prior knowledge of forced labor and human trafficking issues in Thailand and Southeast Asia preferred.
- Proficiency with Microsoft Office applications, especially Outlook, Word, PowerPoint and Excel.
- Thai driving license.
