Co-Director for Programmes and Operations

 

The Peace Culture Foundation (PCF) is a non-governmental organization established in 2016 and based in Chiang Mai. Our objectives are to advocate for peace and to prevent violence through programmes for children, youth, families, and schools; robust research; aikido training; and other community-focused service projects. We collaborate with other like-minded organizations and institutions on projects at both the local and international levels (www.peaceculturefoundation.org).  

PCF seeks to contract a Co-Director for Programmes and Operations on full-time basis for the ‘Parenting within the Public Health System’ project in Thailand under the Global Parenting Initiative. (Further information about the project can be found at: https://www.peaceculturefoundation.org/parenting-for-lifelong-health). The Global Parenting Initiative is an international collaboration led by the University of Oxford. It is being implemented in six countries in Asia and Africa with an emphasis on supporting healthy child development and preventing violence against children through evidence-based parenting programmes.

This position can be based in either Bangkok or Chiang Mai, starting as soon as possible and with an initial end date of 31 December 2025. The post will be extended subject to funding and performance. The post-holder has the flexibility to work from home.

Job purpose

The Co-Director for Programmes and Operations will be responsible for managing the Scaling Up Parenting for Lifelong Health in Thailand Project activities relating to programmes and operations under the guidance and support of the Senior Technical Advisor and working closely and in synergy with the Co-Director for Research and Strategy. This role will involve leadership in capacity building and service delivery activity planning, administrative and financial management, human resources, partnership engagement and development, fundraising, and donor relationship building.

 

Main activities & responsibilities

Programme planning, management, and implementation

  • Manage capacity building and parenting programme delivery activities according to the project strategic plan and in collaboration with Thai government, university, and NGO stakeholders, as well as with family beneficiaries in target communities;
  • Ensure programmes are implemented in ways that strengthen government, university, and NGO capacity for training and service delivery to families, and in line with PCF principles, approaches, and values;
  • Support staff in tracking and managing project milestones and deliverables, ensuring that goals are met and deliverables are provided on time, identifying when activities have stalled and working with team members to resolve bottlenecks; and
  • Co-lead regular team meetings, conduct one-on-one supervision sessions, as well as organize programme management quarterly review sessions with the Co-Director for Research and Strategy.

Operational management

  • Manage the planning, budgeting, and administration of project finances in collaboration with the Co-Director for Research and Strategy;
  • Implement internal policies and procedures to ensure that core internal operational functions achieve their objectives, and review or develop new procedures when appropriate to suit the expansion of project activities;
  • Develop and oversee the project’s annual budget, working with the Co-Director for Research and Strategy, the Senior Technical Advisor, and other staff members to ensure that it aligns with project goals and priorities;
  • Ensure that financial reports are accurate and provided to the Board and donors in a timely manner, working with the Finance and Administration Manager to provide detailed financial analysis and reporting as needed;
  • Manage human resource processes for the project, including recruitment, induction, and contracting; performance appraisal processes; benefits and employment law compliance; creation of a safe and healthy working environment; and creation of professional development opportunities in coordination with relevant line managers; and
  • Ensure that the project’s internal IT needs are appropriately resourced and supported, including through project management software and Google Drive management, engaging relevant external expertise as necessary.

Fund raising and donor relationship management

  • Coordinate with the Co-Director for Research and Strategy to support the writing and submission of periodic and annual donor reports, as well as high quality concept notes and proposals for donors;
  • Co-develop with the Co-Director for Research and Strategy a comprehensive fundraising and development strategy that aligns with project aims and objectives; and
  • Identify and cultivate relationships with high-level donors, foundations, and other potential funding sources, working closely with the Board of Directors and other stakeholders to engage donors and secure major donations.

Partnerships and networking

  • Coordinate with the Co-Director on Research and Strategy to organize Project Steering Committee meetings and stakeholder events, both online and in person;
  • Regularly participate in the Global Parenting Initiative meetings and learning events, as required; and
  • Participate in and support the development of regional and international networks under the Global Parenting Initiative.

Other responsibilities

  • Support the Senior Technical Advisor in the provision of progress updates to the board of the Peace Culture Foundation; and
  • Other duties as assigned.

Communication

  • Provide project updates as required to the Project Steering Committee in consultation with the Senior Technical Advisor
  • Provide regular updates to team members on work progress as well as seek clarification on one’s role and responsibilities from management when needed
  • Routinely and effectively communicate complex and conceptual ideas to a range of partners and audiences using a high level of skill and a range of media

Teamwork

  • Organize and lead team meetings in collaboration with the Senior Technical Advisor
  • Establish and maintain conducive collegial relations and develop productive working relationships with other team members
  • Ensure the effective coordination of team members’ work schedules to ensure synergy between members’ roles and responsibilities

Initiative and problem solving

  • Lead research study planning and the identification of appropriate methodologies in consultation with study partners
  • Develop ideas for identifying additional project funding and promoting the research area more broadly
  • Develop ideas for the application of research outcomes in consultation with team members and project partners
  • Effectively manage a variety of problems and help team members and partners resolve their concerns about progress in project implementation
  • Lead the development and proposal of ideas for improving project implementation and partnership building

 

Person specification

Essential

  • Minimum of 10 years of experience in project management and operations,
  • Experience in the subject areas of child and family welfare, child development, and/or community-based development
  • Strong leadership, planning, organizational, administrative, and logistical coordination skills
  • Experience in supervising staff and consultants
  • Experience in organizing high level in-person and online meetings and events
  • Experience in working on community development projects
  • Strong computer skills, including proficiency in Microsoft Word, Excel, PowerPoint, and Google Drive
  • Ability to work independently as well as in collaboration with local team members and international partners
  • Ability to manage time, work schedules, and deadlines effectively
  • Ability to balance the pressures of administrative demands and competing deadlines
  • Honesty, integrity, professionalism, and willingness to work overtime when necessary
  • Excellent written and verbal communication skills in both Thai and English
  • B.A. in a relevant field (e.g., non-profit management, social work, community development, public administration, development studies, public policy)
  • Thai nationality

Desirable

  • Experience in the subject areas of positive parenting, violence against children, child protection, child and adolescent mental health, and/or child rights
  • M.A. in a relevant field (e.g., non-profit management, social work, community development, public administration, development studies, public policy)
