1. ORGANIZATIONAL CONTEXT AND SCOPE:
Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading United Nations agency in the field of migration, working closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments, the private sector, and migrants. IOM believes all migrants, regardless of their migration status, are rights holders. States, as duty bearers, have an overarching obligation to protect, respect, and fulfill the rights and fundamental freedoms of all migrants, without any discrimination, while promoting the security, well-being, and prosperity of all communities within their territories. IOM supports the efforts of States, at their request, to fulfill their responsibilities as duty bearers.
Under the Ship to Shore Rights In South-East Asia (Sea): Safe Migration for Decent Work in the Blue Economy, a Project funded by EU and implemented by ILO, IOM and FAO, IOM supporting the national authorities to design, implement and enforce stronger legal and policy frameworks on labour migration and protection. As part of this initiative, IOM aims to support the Thai Government in enhancing gender responsive protection services for victims of trafficking, including male victims.
To initiate this effort, IOM plans to conduct an assessment to better understand the accessibility and availability of gender-responsive protection services for male victims and survivors in Thailand. The findings from this assessment will also inform policy development, particularly in strengthening the implementation of the National Referral Mechanism for the Protection and Assistance of Trafficking Survivors.
The consultancy will contribute to the ongoing project implemented by the Protection and Border Governance Unit of IOM Thailand.
2. RESPONSIBILITIES AND ACCOUNTABILITIES
The assessment aims to evaluate the accessibility, availability and responsiveness of protection services for male victims and survivors of trafficking in Thailand. It seeks to identify existing gaps and opportunities in service provision, with a focus on gender sensitivity.

Travel required
Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.
