[Request for Proposal] Consultant to Develop e-Learning Modules

2. Background

International Justice Mission (IJM) is a global organization that protects the poor from violence throughout the developing world.  IJM partners with local authorities to rescue victims of violence, bring criminals to justice, restore survivors, and strengthen justice systems.  The largest non-profit organization of its kind, IJM combats forced labor/labor trafficking, sex trafficking, and gender-based violence, working through 32 programs across South and Southeast Asia, Africa, and Latin America. 

 

The Project, Equipping Thai Officials to Identify and Investigate Forced Labor and Labor Trafficking (FL/LT): Improving Case Outcomes and Victim Engagement through Enhanced Capacity Building, is a 42-month grant-funded project from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP), aiming to build the Thai government’s capacity to enforce its TIP laws in a trauma-informed, victim-sensitive manner, equipping frontline officials with guidelines and training needed to ultimately increase the number of Forced Labor/Labor Trafficking cases identified and improve case investigation outcomes.

 

This goal will be met through four objectives:

·    Objective 1 will resource frontline officials with new implementing guidelines and coordination and referral SOPs (Standard Operating Procedures) to identify, refer and investigate FL/LT cases.

·       Through Objective 2, training of trainers (TOTs) and an online training platform will equip agencies to train frontline officials to apply the guidelines and SOPs.

·       Under Objective 3, agencies will be equipped to train frontline officials to use trauma-informed, victim-centered approaches in their work to identify FL/LT cases.

·       Crosscutting Objective 4 extends Objectives 2 and 3 by establishing and building the capacity of teams of expert mentors within each government target agency to monitor and support the institutionalized training and coaching of frontline officials.

 

3. Objectives 

IJM is seeking a Consultant(s) team/firm to develop and deliver an e-Learning course (five modules) that will be used to strengthen the capacity of Thai government frontline officials on forced labour and labour trafficking. These modules will establish a foundational level of knowledge, thereby improving the effectiveness of subsequent in-person training sessions and serving as a core resource for onboarding personnel within relevant agencies. The e-Learning modules will be based on existing classroom content defined by the Project. The e-Learning modules and platform will be institutionalized and hosted by a Thai government agency upon completion, which will include consultation during the design process in order to coordinate requirements.

 

The overall objective of the consultancy is to transform existing classroom learning contents and materials into an e-based/digitized, interactive format that enables self-learning. Expected features include:

·       Readings with tests and user tracking

·       Multimedia content (pictures, animations, videos)

·       Based on edutainment, gamification, interactive learning, and user friendly techniques to assist government officials in acquiring new knowledge and skills on Forced Labour (FL)/Labour Trafficking (LT) through self-learning.

 

The e-learning course structure will be:

 

·       Module 1: Laws Related to Forced Labor and Human Trafficking (30 minutes)

·       Module 2: Introduction to Forced Labor, Human Trafficking, and Child Labor (30 minutes)

·       Module 3: Indicators of Forced Labor and Human Trafficking (National and International Standards) (60 minutes)

·       Module 4: Crisis Response for Victims of Forced Labour and Human Trafficking (30 minutes)

·       Module 5: Operational Procedures under the National Referral Mechanism (NRM) (30 minutes)

 

Total Course Duration: 180 minutes (3 hours)

 

 

The Consultant(s)/firm will work under the overall management of IJM’s Project Director.

4. Target Audience

 

The e-Learning course will be used by Thai government frontline officials in various ministries. The course content will be carried out through a series of five (5) modules delivered in a self-paced format.

5. General Requirements

The Consultant(s)/firm shall develop and deliver e-Learning modules based on the content defined by the Project team, using an appropriate platform. The consultant(s)/firm is requested to propose an appropriate platform with the understanding that it should be stable, require minimal modification or adjustment following development, ideally be a massive open online course (MOOC) type platform, and affordable. The modules shall be based on a classroom learning on FL/LT which the project developed and delivered at an earlier stage in the project.  

 

The Consultant(s)/firm shall work with the identified Subject Matter Expert and IJM team to understand the developed content and to instructionally design the content into storyboards to meet the agreed learning objectives.

 

The e-Learning modules shall include, as a minimum, the following general features, and

functions:

a) Simple and consistent navigation that guides the learner in a simple and user-friendly manner through all lessons (easy to use, consistent, and easy to access)

b) Effective use of mixed-media formats, i.e. text, audio, video, animation, interactive games, and tests, appropriately combined with the learning aspects being delivered.

c) The e-Learning modules shall provide the user interface navigational options which are dependent on the learning methodology of the course.

d) Learning objectives shall be achieved through learning information content followed by testing of the learning objectives, to ensure understanding.

 

6. Technical Requirements

a)      The e-Learning modules shall be supplied with a software shell having the capacity and capability for future modifications, configuration management, and further update by IJM and/or government partners’ staff. The government partners and IJM staff shall be trained by the Consultant(s)/firm on the tool’s usage, management and administration.

b)     The course shall be developed to work on all major internet browsers (Chrome, Microsoft Edge, Safari, Firefox, Internet Explorer).

c)      The e-Learning modules shall be easily accessible on desktop, tablet or mobile, 24/7. Users should be able to undertake trainings/courses on their own schedule and pace independent of device or operating system and with limited bandwidth.

d)     The platform should be web and mobile ready on both Android and Apple devices. The platform should be able to facilitate the learners to log-in to the learning system while on-the-go.

e)      The source file/ source code shall also be part of the deliverables.

f)       Ability to track progress through the modules and to restart at the same location, if the training was halted or not fully completed.

g)      The e-Learning modules shall include optional links to external learning content where appropriate.

h)     Warranty of maintenance service for the e-Learning modules for a minimum of one (1) year.

 

7. Assessment of the Learning Progress Requirements

a)      The e-Learning modules shall have tools for assessment of learning results based on the learning objectives.

b)     An option of obtaining a completion certificate shall be available.

9. Consultant(s)/firm requirements 

a)      At least five years of working experience developing and implementing e-Learning programs and curriculum, including web-based and computer-based trainings;

b)     Strong knowledge of emerging e-Learning theories, concepts, and standards;

c)      Knowledge and experience using media for engagement of online audiences;

d)     Strong project management ability and excellent communication skills;

e)      References and examples of past work are required and should be included in the proposal;

f)       Ability to work against deadlines.

 

10. Request for Proposal Timeline and Protocol 

 

Question Deadline: Any questions related to this RFP must be submitted by October 21 2025.  Responses to the questions will be provided by October 23, 2025. 

 

Submission Deadline: Interested candidates or candidate teams must submit their application on or before 23:59 on October 26, 2025 (GMT 7).

 

Proposal Requirements: The proposal should contain: 

1.       Cover letter explaining qualifications, experience, and competence of the consultant(s)/firm or each consultancy team member for this specific assignment. 

2.      Technical proposal with initial proposed methodology/approach and work plan (which will be discussed and finalized between IJM and the selected consultant(s)/firm, no more than five pages). 

3.      Names and contact details for three referees

4.      Résumé package, containing résumés for all team members if applying as a team/firm (no more than four pages per résumé). 

5.      Financial proposal, which should show the breakdown of the cost and proposed terms of payment.

6.      Attachment of at least three examples of previous, similar work.
