PROJECT Description:

The Communication and Knowledge Management Specialist will support two U.S. Government–funded projects managed by FHI 360.

 

EpiC Thailand strengthens the national HIV/AIDS response by supporting efforts to reach, test, treat, and retain individuals particularly populations at risk in HIV prevention, care, and treatment services.

 

Global Health Security (GHS) Thailand & Regional enhances Thailand’s role as a frontline public health hub. The project supports stronger border health systems, rapid response capacities, emergency operations, and risk communication to help detect and contain outbreaks quickly. Regionally, it contributes to Thailand’s leadership in ASEAN health security coordination.

JOB SUMMARY:

 

This position is responsible for implementing a broad range of communications and knowledge management activities to support the development and dissemination of high-quality organizational content across multiple platforms, including reports, newsletters, policy briefs, emails, websites, social media, and internal channels. The role involves researching, drafting, editing, and coordinating diverse communication products that highlight organizational initiatives, events, and achievements. The Specialist also strengthens internal communications by ensuring messaging is clear, consistent, and aligned with organizational objectives.

 

The position serves as a project manager for assigned communications and knowledge management initiatives, overseeing smooth execution from planning through delivery and supporting associated planning, budgeting, and event coordination needs. The Specialist collaborates closely with cross-functional teams to stay informed about program updates, organizational developments, and emerging priorities, and provides consultative support to ensure the accuracy, clarity, and relevance of all communications and knowledge management outputs.

 

DUTIES AND KEY RESPONSIBILITIES:

Communications

Content Development and Editorial Support

  • Research both quantitative and qualitative methods, write, edit, and proofread a wide range of communication materials including articles, announcements, speeches, newsletters, policy brief, website content, promotional materials, and social media posts.
  • Develop promotional and informational materials such as bulletins, pamphlets, blogs, e-newsletters, and other media content.
  • Ensure all communications are clear, accurate, aligned with organizational messaging, and tailored to target audiences.
  • Provide consultative review and editing support to internal stakeholders to strengthen tone, clarity, and consistency.

Communications Strategy and Messaging

  • Support the development and implementation of communications and public relations strategies to promote organizational programs, events, and initiatives.
  • Contribute to internal communication efforts, including the creation of memos, intranet content, updates from leadership, and staff engagement messages.
  • Help identify and implement effective communication methods for sharing information from leadership across the organization.

·      Project Management and Coordination

  • Serve as project manager for assigned communication initiatives, ensuring timely, high-quality delivery from planning to completion.
  • Assist the unit lead with planning, budgeting, scheduling, and meeting deliverable requirements.
  • Coordinate approvals and dissemination of communication products, including emails, newsletters, and digital content.
  • Maintain collaboration with multiple departments to stay updated on company developments, trends, and communication needs.

Events and Outreach

  • Provide publicity and promotional support for events, workshops, and community outreach activities.
  • Assist with planning and coordinating internal or external meetings and events that require communication support.
  • Help design communication strategies that enhance staff engagement and understanding of organizational goals.
  • Stakeholder Engagement and Internal Collaboration
  • Work closely with internal teams, leadership, and program staff to gather information, develop content, and ensure communication accuracy.
  • Serve as a reliable resource for communication guidance and support across the organization.
  • Participate in the design of communication materials for both domestic and international audiences, ensuring cultural and contextual sensitivity.

Other Responsibilities

  • Support photography, videography, and creative content development when needed (skills considered a plus).
  • Assist with maintaining communication tools, systems, and platforms.

                    Knowledge Capture and Documentation      

  • Collect, organize, and document programmatic information, lessons learned, success stories, innovations, and best practices from EpiC and GHS activities.
  • Synthesize technical and program data into user-friendly formats such as briefs, case studies, fact sheets, and learning summaries.
  • Support systematic documentation of program achievements, challenges, and results for reporting to US government and key stakeholders.

 Development of Knowledge Products

  • Develop high-quality knowledge products including technical reports, policy briefs, newsletters, guidance notes, toolkits, presentations, and learning packages.
  • Ensure accuracy, clarity, and alignment with EpiC and GHS technical priorities (HIV, TB, emerging infectious diseases, surveillance, preparedness, and response).
  • Coordinate inputs from technical teams to ensure content is comprehensive and technically sound.

                   Knowledge Sharing and Dissemination

  •      Manage dissemination of knowledge products through appropriate channels—including websites, social media, internal platforms, and partner networks.
  • Maintain an organized repository of all KM products and resources for both programs.
  • Facilitate timely sharing of updated tools, SOPs, and guidance to implementing partners and stakeholders.

Learning and Continuous Improvement       

  • Support the design and facilitation of learning sessions, after-action reviews, communities of practice, and reflection workshops for EpiC and GHS teams.
  • Identify opportunities to strengthen program learning through feedback loops, partner consultations, and cross-project knowledge exchange.
  • Track uptake and use of knowledge products and draw insights to improve future KM efforts.

          Data-to-Action Support

  • Work closely with M&E teams to translate data, surveillance findings, and research insights into actionable program recommendations.
  • Assist technical teams in converting complex technical information into accessible content for multiple audiences, including donors, government partners, and community stakeholders.
  • Support the development of dashboards, infographics, and visualizations to enhance data use. 

Collaboration and Coordination       

  • Coordinate with technical leads across EpiC and GHS to ensure knowledge management activities align with program priorities and deliverables.
  • Liaise with government partners, implementing partners, and regional/global KM networks to support knowledge exchange.
  • Ensure KM efforts complement US government knowledge and communication requirements.

Digital Knowledge Systems and Platforms      

  • Maintain and strengthen digital platforms used for knowledge storage and dissemination (SharePoint, Teams, internal drives, or other KM systems).
  • Ensure files are systematically organized, up to date, and easily accessible to program teams.
  • Support staff in using digital KM tools effectively.

Communication Support (as related to KM)       

  • Contribute to internal communication efforts by preparing key messages, updates, and staff communication materials.
  • Coordinate with communication teams to ensure consistency between external communication and KM products.
  • Support storytelling, documentation, and visibility efforts to highlight program achievements.

 Compliance and Quality Assurance       

  • Ensure all knowledge products meet USAID branding, marking, and reporting requirements.
  • Maintain quality standards for formatting, accuracy, confidentiality, and ethical documentation.
  • Review and update KM processes to ensure efficiency and sustainability.

    Other Duties

  • Provide KM technical assistance and capacity building to implementing partners.
  • Support preparation of donor reports, presentations, and strategic documents as needed.
  • Perform additional tasks assigned by EpiC and GHS leadership

              Education      

  • Bachelor’s degree in Communications, Journalism, Public Relations, Knowledge Management, Public Health, International Development, or a related field.
  • Master’s degree is an asset but not required.

Experience and skills     

  • Minimum 8 years of relevant experience in communications, knowledge management, public information, or related fields, preferably within international development or public health programs.
  • Prior experience working with US government-funded projects or other donor-funded programs is strongly preferred.
  • Demonstrated experience producing high-quality communication and knowledge products such as reports, policy briefs, case studies, newsletters, success stories, and digital content.
  • Experience coordinating knowledge management systems, document repositories, or digital platforms (e.g., SharePoint, Teams).
  • Experience working with multidisciplinary teams and collaborating with government counterparts, implementing partners, and stakeholders.
  • Background in HIV, global health security, infectious diseases, health systems strengthening, or related technical areas is an advantage.
  • Fluency in written and spoken English required.
  • Proficiency in Thai strongly preferred.
