M&E Officer

 

ActionAid is an international social justice organization operating in over 45 countries in Asia, Africa, Europe, and the Americas, striving for a world free from poverty and injustice. With the Human Rights-Based Approach (HRBA), it aims to strengthen the capacity of people living in poverty and exclusion to assert their rights, believing in the power of people to bring about change for themselves, their communities, and entire societies. ActionAid has been working in Thailand since 2001 and was registered as ActionAid International (Thailand) Foundation (AAIT) in 2011 as a local non-profit organization. AAIT works throughout Thailand with communities, civil society organizations, small school networks, government entities, academia, and media to support the cause of changing the lives of the poorest and the most disadvantaged women and children.

 

Location: Bangkok, Thailand (with travels to project areas)

 

Responsibilities:

The Monitoring and Evaluation Officer assists EU ENGAGE-South Project Manager and is responsible for monitoring & evaluation (M&E) of country-level activities of AAIT’s Program Department. They will work in collaboration with the Program Team to implement the project in target areas and to design a project monitoring and evaluation system for tracking and measuring partners’ capacity, project effectiveness, and quality implementation, which is in line with and meets AAIT and ActionAid International (AAI)’s standards. They will be responsible for collecting data to support planned M&E activities and reports and to maintain the updated program database.

 

Strategy Development and Implementation

  • Contribute to the strategy development of the EU ENGAGE-South Project at the country level.
  • Ensure the effective implementation of the project-related work in accordance with AAIT’s Country Strategic Paper.
  • Provide support to partners on project monitoring and evaluation.
  • Work with the EU ENGAGE-South Project Manager to build stakeholders’ capacity and oversee implementation of activities.

 

Project Implementation and Budgeting

  • Coordinate with EU ENGAGE-South Project Manager and different stakeholders to focus on the objectives of program achievement.
  • Support the EU ENGAGE-South Project Manager on developing detailed program activities and collaborating on tasks with specific project partners.
  • Conduct regular field-level visits to project areas and units to provide support, supervision, and guidance on project implementation to partners.
  • Ensure all project activities are sensitive and responsive to changes in the political, social, and economic environments, aligning with the project objectives.
  • Support budget utilization of project activities.

 

Monitoring and Evaluation

  • Develop AAIT’s Program M&E system, including the measurement of project indicators, designing monitoring tools, setting up the data flow system, and conducting data quality assurance and reporting.
  • Monitor the results of project activities and contribute to periodic evaluations/assessments of specific interventions and contribute to dissemination of results to internal and external audiences.
  • Work with the EU ENGAGE-South Project Manager to ensure compliance and adherence to the project’s Standard Operational Procedures.

 

Policy Research and Advocacy

  • Maintain good relationships with local government officials, local authorities and other influential stakeholders to support project activities.
  • Assist with developing a network of local organizations to provide technical support to project activities.
  • Organize workshops and training for community groups, local authorities, and other stakeholders to enhance their understanding and support on project issues.
  • Engage in the development of appropriate research with a view to improving the quality of fieldwork and influencing change in policy to better the quality of life of people living in poverty.

 

Issue Resolutions, Crisis and Risk Management

  • Maintain an awareness of any possible crisis or risk to the organization’s funding and donor relations and develop plans that will provide for such contingencies.
  • Support the project audit and organizational audit.
  • Report any risk in own area of work that does not comply with organization policy, procedures, and donor’s requirement.

 

Qualifications & Experience:

Education & Certifications

  • Bachelor’s degree in social science, economics, social development studies, and other related fields.
  • Monitoring and Evaluation certification is an advantage.

Essential Experience

  • At least 3 years of experience in a multi-cultural working environment, preferably an INGO.
  • Experience in natural resource management, climate change response, and resilience planning.
  • Experience in M&E designing tools and methodologies, including result tracking.

Essential Knowledge

  • Extensive knowledge of the system, policies, and issues of climate change, climate actions, natural resources management and ecosystem, resilience, and gender justice.
  • Knowledge of policies and issues related to the Human Rights-based Approach, environmental rights, environment protection, and Sustainable Development Goals.

Essential Skills

  • Extensive administrative and organizational skills.
  • Excellent presentation and communication.
  • Good analytical skills.
  • Good interpersonal skills.
  • Good English and Thai communication: speaking, reading, and writing skills.
  • Documenting, report writing, and proposal writing skills are preferable.

 Abilities

  • Work on own initiative with minimum supervision and stay on task.
  • Able to work under pressure and tight deadlines.
  • Able to travel to project fields as requested.

Other qualities

  • A committed, mature individual with a high level of integrity, sociability, and attention to detail.
  • Willingness to learn and engage.
  • Thai nationality.
