Liaison Officer – ASEAN Sustainable Agrifood Systems

 

   Liaison Officer
Reports to:  Senior Regional Coordinator
Location:  Department of Agriculture, Bangkok


A.   Background

ASEAN Sustainable Agrifood Systems (SAS) is part of the ASEAN – German Programme on Response to Climate Change: Agriculture, Forestry and Related Sectors (GAP-CC). The project is funded by the German Federal Ministry for Economic Cooperation and Development and hosted by the Department of Agriculture (DoA), Ministry of Agriculture and Cooperatives in Thailand where its Project Coordination Unit (PCU) is located.

The project supports ASEAN in the development of policies and strategies for sustainable agrifood systems and exchange platforms for the Member States. In light of the planned ASEAN Economic Community, the Project also promotes sustainable cross-border value chains jointly with public decision-makers, agricultural enterprises as well as farmers’ and private sector associations. Furthermore, households are supported with the implementation of sustainable production techniques.

At a national level, the Project works with various stakeholders, both from public and private sector to support the implementation of ASEAN Integrated Food Security (AIFS) Framework and the ASEAN Guidelines on the Regulation, Use and Trade of Biological Control Agents (BCA).

To ensure smooth operation and implementation of project activities in Thailand, the Department of Agriculture is looking for a Liaison Officer who will work closely with the PCU of ASEAN Sustainable Agrifood Systems Project (www.asean-agrifood.org)

 

Responsibilities

The Liaison Officer is responsible for:

- Assisting Senior Regional Coordinator and Chief Technical Advisor in the communication with DoA and relevant agencies in Thailand for the smooth implementation of project activities in Thailand

- Assisting the PCU in the administrative and logistical arrangement to support the government of Thailand in the implementation of activities  in Thailand

The Liaison Officer performs the following tasks:

 

Tasks

1. Coordinate all activities of the ASEAN Sustainable Agrifood Systems in Thailand

- Support PCU in day-to-day communication and coordination with the government of Thailand (DoA and other relevant agencies) including drafting routine correspondence, taking notes at meetings;

- Coordinate and facilitate the implementation of project activities under the ASEAN Integrated Food Security (AIFS) Framework with the local stakeholders;

- Support Thai government and partners (e.g. DoA, private sector, farmers, etc.) in the implementation of the ASEAN Guidelines on the Regulation,  Use and Trade of Biological Control Agents (BCA)

- Organize and maintain the project’s documentation and inventory relevant for Thailand

2.    Support the organization of project activities s in Thailand

- Provide administrative and logistics support in organizing national events (meetings, workshops, conferences, forum and training courses)

- Prepare necessary documents (compiling workshop materials, communication with participants and vendors, etc.)

3.    Other duties/additional tasks

- Perform other duties and tasks at the request of Senior Regional Coordinator

 

B.   Required Qualifications, Competencies, and Experiences

- Bachelor’s Degree in relevant fields

- Good command of written and spoken English

- Good working knowledge and experience of ICT technology (phone, fax, e-mail, the Internet) and application software (e.g. MS Office)
