Background

The USAID-funded Mekong Partnership for the Environment (MPE) project, implemented by Pact, aims to advance informed multi-stakeholder dialogues on the social and environmental costs and benefits of regional development projects across the Lower Mekong countries of Cambodia, Laos, Myanmar, Thailand, and Vietnam.

 

A key focus of the project is the implementation of a Regional Technical Working Group (RTWG) on Environmental Impact Assessment (EIA), collaborating to develop Regional Guidelines on Public Participation in EIA (‘the Guidelines’). The Guidelines aim to provide practical instructions for implementing meaningful public participation in the EIA process in the Mekong region. A draft of the Guidelines is currently being prepared and will be made available in Mekong languages for public consultation in September to October 2016. To contribute to this consultation process, Pact intends to support the translation of the draft guidelines from English into each of the Mekong languages (Burmese, Khmer, Lao, Thai and Vietnamese) in order to facilitate public review and comment. 

 

Overview of Consultancy

The document translator will produce a high quality and complete translation of the Regional Guidelines on Public Participation in EIA from English to the respective local language (Burmese, Khmer, Lao, Thai, or Vietnamese).

 

The draft guidelines document under development will be available for translation following the upcoming meeting of the RTWG on EIA members at the end of July, and will subsequently be provided for translation (a sample version can be provided in the interim). A final complete translation is required by, and no later than, August 29, 2016. The document is expected to be approximately 60 pages (~50 pages of text and ~10 pages as tables/figures), in English, in size 12 Calibri font, single space paragraphs, and normal (1”) page margins.

 

Translators are strongly encouraged to coordinate with the RTWG members and/or advisors at the beginning of the translation assignment to ensure accuracy of translation of key terms and concepts. The consultant manager will provide names and contact information of RTWG on EIA members to the successful consultant following selection.

 

 

Deliverables

Schedule of work, incorporating a timeline Pact review and feedback, by August 9.

Key terms and definitions by August 10.

A final draft translation for Pact feedback by August 23.

A final complete translation, incorporating Pact comments, by and no later than August 29, 2016.

 

All deliverables are to be submitted in digital format (MS Word document).

 

The final complete translation must be of high quality, with no outstanding errors or omissions, be grammatically correct, and maintain consistent formatting and structure (e.g. chapters, sections, headings, etc.) with the source document.

 

Qualifications

Fluency in written English and respective language of translation (Burmese, Khmer, Lao, Thai, or Vietnamese).

Be able to demonstrate significant experience in providing high quality written translations from English to respective language (Burmese, Khmer, Lao, Thai, or Vietnamese)

Ability to deliver quality product under short timeframe

University degree education in a relevant field.

Familiarity with environmental terms and concepts, specifically in relation to environmental impact assessment and/or public participation, preferred.

Proficiency with Microsoft Word.

 

Schedule of Payment

Full payment will be provided upon submission and satisfactory acceptance of the final translated guidelines document, reflecting any comments or suggestions received from Pact.

Expression of interest in the assignment.

Summary of how qualifications and requirements are met by the consultant.

Identification of language to be translated to (Burmese, Khmer, Lao, Thai, or Vietnamese).

Confirmation of availability in August.

Commitment to complete the assignment by indicated deadline (August 29, 2016).

Cost (US$ per page), or total cost (in US$, or local currency).
