JOB TITLE: Phang Nga Field Coordinator
TEAM/PROGRAMME: Thailand Programme (DRR/Child Safety)
LOCATION: Based in Phang Nga
Type of Contract: 30 months (with possible extension pending funding)
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Drowning is the most common cause of death among children in Thailand. According to Thailand’s Department of Disease Control, 1,243 children under 15 die from drowning each year. Water is an essential feature of Thailand’s geography and climate, and these water sources are responsible for drowning deaths, particularly children. Open waters, rivers, ponds, ditches, and quarries are in abundance in both rural and urban areas and fill with water during the rainy season. Closed vessels such as large buckets and troughs are used for water storage, cooking, and feeding livestock. Additionally, Thailand is prone to natural disasters including floods, tropical storms, typhoons, and tsunamis.
While drowning is pervasive across Thailand, children are at a heightened risk of drowning in rural areas, especially around natural water sources. Further compounding the problem is that two out of every three children under the age of 15 (approximately 11 million children) do not know how to swim. In addition, parents, caregivers, and communities are unaware of the high rate of child drowning and have limited, if any knowledge of drowning prevention.
The Phang Nga Field Coordinator will assist the Senior Child Safety & DRR Programme Coordinator in managing the planning, implementation, monitoring and evaluation of high quality, innovative programmes in Phang Nga office.
SCOPE OF ROLE:
Reports to: Senior Child Safety and DRR Programme Coordinator
Dimensions: The Phang Nga Field Coordinator will lead and implement the drowning prevention project, ensure engagement with all project components’ stakeholders, timely execution of activities, and proper documentation and reporting.
Budget Responsibility: 10,000USD
Number of direct reports: 3 Project officer, Finance assistant , Log/Admin assistant
Number of indirect reports: 2 MEAL officer, EASE project assistant
KEY AREAS OF ACCOUNTABILITY:
1.Programme Delivery:
• Assist the Senior Child Safety & DRR Programme Coordinator to ensure the timely, efficient and effective delivery of a high quality, child safety-based programme – focused on child survival programme activities
Drowning Prevention Project
• Implements directly the drowning prevention project; ensures delivery of the whole helmet safety project activities, events, workshops and advocacies.
• Lead and monitor the project officer on day to day project activities, manage the reporting
• Engages with Khuk Khak municipality, Takuapa district, Phang Nga Province, Office of Basic Education Commission (OBEC), primary schools, early childhood development (ECD) centre, Health Promotion Hospital, rescue, private sector and other CBOs to organize swimming education programs, conducts training of trainers (TOT) for key teachers, students, parents and community volunteers
• Leads in engaging teachers, students, parents, communities, providing trainings and events, creating a database to track beneficiaries’ information.
• Collaborates with Communication & Advocacy Coordinator and MEAL Coordinator to advocate OBEC to support the water safety programme
• Liaises with the Disaster Risk Reduction (DRR) & Comprehensive School Safety (CSS) framework’s network to address project’s advocacy needs, and ensure positive outcomes for children.
• Supports the Senior Child Safety Programme Coordinator and team in project design research. This may include but not limit to identifying key stakeholders, source of information, attending meetings/interviews, and liaising with members and potential donors.
• Supports the Senior Child Safety Programme Coordinator, Grant and Partnership Coordinator, and the Programme Development and Quality (PDQ) team in fund raising and project design.
• Represents Save the Children in advocacy, networking and partnership meetings, workshops, and conferences
• Participates in regular team meetings, and project training and workshops
Operations
• Manage the day to day running of the office: Finance, Admin and Logistics works
• To monitor expenditure against budget and the proper financial management of the project in Phang Nga.
• Oversee the operations of Phang Nga Project
Emergency Response
• Be Emergency Response Team (ERT)
• Attends to ERT training
• As assigned, assists the Field Coordinator and the Senior Child Safety Programme Coordinator in each emergency response
2. Project Management
• Supervise The Drowning Prevention Project Officer’s works
• Supervise the Operation team: Finance, Log/Admin/Security staff and Maid
• Supervise the Monitoring, Evaluation, Accountability and Learning (MEAL) officer
• Overview the staff from the Ensuring Appropriate Safeguarding for Emigrant and Trafficked Children (EASE) Project
• Be budget holder for all Projects (when funding secured).
• Leads in the Drowning Prevention project activities design and develop a clear and detailed implementation plans (DIP), work breakdown structure (WBS), issue log, budgets, and monitors activities against the plan to ensure timely and quality implementation.
• Actively participates in the Drowning Prevention Project brainstorming design sessions and meetings, providing inputs based on current implementation
• Manages the Drowning Prevention project grants, ensuring donors’ compliance through proper tracking of reporting on activities, training and monitoring of project delivery and quality.
• Co-ordinate and communicate with partners and stakeholders on the Drowning Prevention project management and activity implementation.
• Ensures quality and eligible grant management through regular support to project stakeholders, monitoring of project delivery and quality, as well as donor compliance
• Liaises with Finance Manager and Grant and Partnership Coordinator in BvA monitoring and alert the Senior Child Safety Programme Coordinator on emerging grant concerns.
• Provides ideas, feedback and updates to The Senior Child Safety Programme Coordinator on project progress.
• Represents Save the Children in advocacy, networking, meetings, workshops, and conferences as needed.
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
• With supervision from the Senior Child Safety & DRR Programme Coordinator and support from Grants and Partnership Coordinator, writes and ensures timely and quality progress and end of project reporting to Save the Children members and donors.
• Works with MEAL Coordinator to develop monitoring and evaluation project plans, and ensure its implementation.
• In consultation with the MEAL Coordinator and officer, take the lead in establish accountability mechanisms and ensure that they beneficiaries are informed and accessible
• Works with MEAL team to support and apply the Save the Children accountability procedures to the Drowning Prevention project activities.
• Works with Communication & Advocacy Coordinator to develop communication & advocacy project plans, and ensure its implementation.
• Ensures quantitative and qualitative documentation of project outcomes and impacts; and that learning is shared with key internal and external stakeholders.

QUALIFICATIONS AND EXPERIENCE
Essential:
• Thai nationality
• Minimum 5-7 years of experience working on development projects and / or awareness campaign management
• The ability to speak, read and write in Thai and English as working languages
• Proficiency in computer use with various software packages; and confident in digital technology, particularly with engaging with people online
• Ability to lead a community of people and/or volunteers with experience mobilizing volunteers
• Excellent communication and interpersonal skills
• Clear desire to work with people to help solve their problems
• Ability to work independently
• Ability to travel in remote and/or disaster-affected areas as assisnged
• Good at using different types of communication tools to tell stories
• Demonstrated good facilitation or training skills
• Demonstrated administration skills
Desirable:
• Experience working in activities design
• Experience or familiarity with water safety / child safety
• Experience working and building relationship with governmental agencies, communities, CBOs, NGOs and press
